In a fast moving highly competitive business hub;the process of Construction Contracts preparation is usually shortened by resorting to previously prepared forms of agreement templates. Even if due diligence is carried out during the contract preparation stage, it becomes extremely difficult to anticipate for and include every single contingency that may arise from contract misinterpretation resulted from implicit terms. As such, to mitigate being involved in numerous disputes and arbitration cases due to contractual "gaps", all parties bounded by a binding agreement are recommended to be aware of their Implied Obligations and ensure that their implicit duties are accommodated for, as appropriate, within the construction contract. In this study, a survey measuring the gap between perceptions of 13 pre-identified Implied Obligations and actual experiences has been created and collected from 30 people out of 100 surveys sent out that had demonstrated even though most of the Implied Terms pre-identified are generally agreed on as Obligations by most parties involved in a contract, they are;however, rarely experienced most of the time. This indicates the potential of a high number of claim cases arising due to these contractual gaps.

The cost of commercial vehicle operation includes fuel, vehicle purchase/replacement/maintenance, and driver/staff,...,etc. Among these costs, fuel is the one that is not only cost-concerned but also environment-concerned. The fuel consumption is highly correlated with the vehicle traveling distance and driving behavior patterns and the emission of carbon dioxide (CO2) from the vehicle operations is one major contributing factor to the greenhouse effect that all human beings are suffering. How to utilize vehicles more efficiently in terms of time and travelling distance and reduce the carbon dioxide emission has become an important issue. Not to mention that many countries/areas have taken acts such as new laws for emission limitations to protect the environment. Advanced technologies such as Global Positioning systems (GPS) can generate the real-time location information of commercial vehicles. These data, analyzed by appropriate data mining technologies, can be used for fleet managementsystems such as vehicle route planning and driving behavior analysis. In this study, research team cooperating with Taiwan's largest commercial vehicle fleet, Formosa Plastics Transport Corp. (FPTC), deploy GPS-based vehicle tracking and communication systems and apply data mining technologies to develop a new fleet management system that is not only cost-efficient but also environment-friendly. The results include reduced transportation costs, lowered emissions, improved driving behaviors, and a greener fleet.

This paper proposes planning and scheduling approaches for an Arial Cable Car System project to be undertaken in the city of Sharjah, UJAE. Being a new project with lack of data and minimal experience in the country and region, it's considered a unique one. Fuzzy scheduling is introduced in order to estimate the project completion time with minimal sensitivity to uncertainties. In this research, three models are assessed for their applicability to the Arial Cable Car project scheduling. The models proposed are two fuzzy (Generalized Mean Model: GMIM and Generalized Mean Integration Representation Model: GMIR) and one non-fuzzy probabilistic model (Triangular Stochastic Duration: TSD). Those models succeed in incorporating experts' biasness, confidence level and numerically translated experience in the models for fair assessment and comparison. The key contribution of this paper is the study of the effect of different experts' estimates and their biasness on completion time.

The use of systems architecture, following a set of integrated descriptions from an architecture framework, has been well codified in Department of Defense acquisition and systemsengineering. However, in the Space Science and Technology (S&T) community, this guidance and practice receives much less attention. This paper outlines an approach to embrace the new focus of DoD Architecture Framework 2.0 (DoDAF2.0), with an emphasis on data and support to acquisition decision analysis. After decomposing the Space S&T lifecycle into phases, design milestones and activities using process models, we then propose a set of lifecycle-matured models and Fit-for-Purpose views. Our approach makes DoDAF2.0 more relevant and integrated with S&T missions, as well as facilitates reuse with existing documentation.

In this paper, the bullwhip effect in a two-stage supply chain with one supplier and two retailers is measured. The customer demand is assumed to be followed an AR(1) model and is forecasted at each retailer by using the minimum mean square error forecasting method. In addition, the retailers employ the base stock inventory policy. Among the findings of this research, it is interesting to note that the bullwhip effect in supply chains will be minimized as the retailers have the same market share.
