Selecting optimum communication technology for a distributed workgroup such as an electric supply cooperative with a number of sub-stations is a challenge. A quantitative approach to evaluate the various communication technologies based on multicriteria is needed to select optimum communication technology. An electric cooperative in Minnesota was used for a case study and the various communication technologies used (frame relay, fiber optic etc) were investigated. Analytical Hierarchy Process for multicriterion was used to select optimum communication technologies between the sub-stations. The analysis showed that for sub-stations within 10 miles of the hub fiber optic was the most preferred form of communication technology. For distances over 10 miles satellite system was the preferred communication technology. Selection of appropriate communication technology improves the efficiency of the distributed workgroup. Substantial savings in communication costs can be achieved by optimizing the communication technology system.

We consider N-stage serial production/distribution systems with stationary demand at the most downstream stage. First, we study classical Clark-Scarf model with both average cost and discounted cost criteria. The optimal echelon base-stock levels are obtained in terms of only probabilistic distributions of leadtime demand. This analysis yields a novel approach for developing bounds and simple heuristics for optimal echelon base-stock polices. In addition to deriving known bounds, we develop several new upper bounds for both average cost and discounted cost models. Second and more important, we extend this idea to a more general model with two transportation modes between stages: the regular and expedited shippings (Lawson and Porteus (2000)). The optimal inventory policy for this system is known to be echelon base-stock policy, which can be computed through minimizing 2N nested convex functions recursively. We again develop simple newsvendor type of lower and upper bounds for the optimal control parameters, as well as a simple near optimal heuristic. Extensive numerical results show that the heuristics for both models perform well. The bounds and heuristic enhance the accessibility and implementability of the optimal policies in supply chains with single and dual transportation modes.

Online auctions operate different protocols including English, Dutch, First-Price Sealed Bid and Vickrey with different properties for each one of these protocols. This paper reviews the different types of auctions and the strategies proposed in support of buyers and sellers participating in these auctions. Seller strategies for auctions that adopt protocols other than English are then presented. In 2005, the Department of Defense completed its fifth round of base realignment and closure (BRAC). This process involved analytically determining the military value (MV) of an installation and then ranking all installations based on MV scores. These rankings were used to determine which installations would be closed or realigned, subject to meeting minimum Army requirements for maintaining certain functions. In 2005, the MV score for an installation was derived as a weighted sum of the installation's score over a set of forty attributes. This paper describes the methods we used in analyzing these attributes, our goal being to identify the attributes that had the greatest impact on the installation rankings. From our analysis, we developed recommendations on which attributes should be kept for future BRAC proceedings, as well as those that could be considered for revision

The complex large-scale integrated open systems (CLIOS) process is an overarching mechanism for considering systems, especially those exhibiting nested complexity, in which both the physical and the institutional aspects are complex. A special case of the CLIOS process is regional strategic transportation planning. New technologies, such as intelligent transportation systems, allow consideration of the planning, management, operations, and maintenance of transportation systems at the regional scale. Although the technological issues in advancing to this scale have proved tractable, the institutional issues concerned with deploying these systems across political jurisdictions with different measures of performance and different cultural perspectives has proved quite difficult. This paper explores processes for studying these institutional questions and integrating a number of concepts into the process: technological change, sustainability, real options, supply chain management, the various transport modes, and social, political, and economic factors. The paper serves as a case study of tailoring the CLIOS process into a process specifically designed to systematically address particular issues, in this case, regional strategic transportation planning.
