The design and implementation of a corporate householding knowledge processor to improve data quality

Advances in corporate householding are needed to address certain categories of data quality problems caused by data misinterpretation. In this paper, we first summarize some of these data quality problems and our more recent results from studying corporate householding applications and knowledge exploration. Then we outline a technical approach to a corporate householding knowledge processor (CHKP) to solve a particularly important type of corporate householding problem-entity aggregation. We illustrate the operation of the CHKP by using a motivational example in account consolidation. Our CHKP design and implementation uses and expands on the COntext INterchange (COIN) technology to manage and process corporate householding knowledge.

As communications satellite services become increasingly integrated into the world economy, the reliability and robustness of the satellites that provide those services grow in importance. In a highly competitive market, reliability leads to new business. Perhaps because of increased visibility of a few high profile outages, the public perceives satellite transmission as risky. However, Space systems/Loral's analysis of the on-going performance of its satellite fleet indicates that reliability is holding or even improving despite the trends of increased satellite size and complexity. Larger, more capable satellites have proven to be no less reliable than their smaller predecessors. SS/L believes that, since each new satellite program is no longer a new development with the customer paying a large percentage of the contract value for nonrecurring engineering, it is important for the spacecraft manufacturer to institutionalize a set of reliability standards, rather than relying on contract terms to impose an outside set. Beginning about three years ago, SS/L undertook a coordinated set of reliability initiatives including comprehensive test programs designed to address the customer demand for increased robustness. The business implications of these initiatives and initial market reaction to their demonstrated effectiveness are apparent. After three years, initial on-orbit experience shows that these initiatives are working. © 2003 Space systems/Loral.

Colleges and universities are continually making efforts to incorporate computers and technology into the varied aspects of their teaching environments. However, it is difficult to distinguish the effectiveness of these machine tutors from their human counterparts. There has been much debate about technology-based instructional strategies in learning environments. This article addresses one issue of that debate -the effectiveness of teaching undergraduate engineering students using computer-mediated tutorials versus traditional lecturing. Specifically, this research compared student test scores using computer-mediated accounting tutorials alone with those of students who received traditional lectures and computer-mediated tutorials on the same topic. Statistical analyses were performed to determine which was a better instructional method. Based on previous research by the authors and other published research, it was hypothesized that both methods would be satisfactory instructional tools and yield similar educational results. The results indicate that there was no statistically significant difference between the two methods. This was consistent with previous studies. This study concludes that computer-mediated tutorials could be substituted for traditional lectures without impacting what a student learns - at least for teaching accounting fundamentals.

A report is presented on Central Tire Inflation (CTI) in agriculture. CTI systems are an example of well-proven military technology that can be adapted to benefit the agricultural producer. It is reported that CTI systems are an effective, economical method to improve performance of existing agricultural vehicles without drastic changes to the design.

The design of wholesale electricity markets through deregulation has focused almost exclusively on the development of competitive supply (generation). The demand side of the market has been virtually ignored. Mostly, this is due to the assumption that electricity demand is almost completely inelastic. As a result, deregulated wholesale markets universally fail to pass price signals down to the end-users. This paper challenges the assumption of inelastic demand by exploring the potential benefits of implementing a simple load control scheme. This load control scheme allows consumers to shift demand from high priced hours to low priced hours during the day. The benefits to the individual consumer are explored through an example applied to residential air conditioning using price and demand data from California. This example shows that "smart" use of air conditioning can lead to great savings for residential consumers, without sacrificing comfort. The potential for multiple consumers implementing load control to reduce wholesale prices is also examined.

The current research attempts to model a technique for man-aging conflicts within an integrated database. An integrated database being a database whose schema is an integration of several external database schemas, independent of each other. The independence of the systems allows conflicting values to be entered into the same data ob-jects. For example, one system may hold the value of female for a specific data object where as another may hold male. The conflict is only discov-ered when the data objects are brought to the integrated database, and then there is need to resolve the conflict. A technique to manage conflicts is developed based on version manage-ment, used in temporal databases, and the log-file approach used in more conventional technologies. The model combines temporal database tools with distributed database management tools. Thus it obtains greater flexibility than existing replication and log-file techniques and is more economic in record volume than the temporal approach. © Springer-Verlag Berlin Heidelberg 2001.

This paper presents an overview and lessons learned during the evolution of our capstone design experience from case studies to relevant, connected problems. We present some of the pros and cons of conducting real world capstones at the undergraduate level, student's perceptions of the experience, and lessons learned that can reduce the overhead associated with incorporating a real world experience into an undergraduate engineering management program. We also discuss how a capstone can be used to effectively develop those non-technical skills and close competency gaps identified by industry. Lastly, we present a life cycle framework for conducting capstones that we feel is important for ensuring a meaningful experience.

This article describes the emerging roles of the systems engineering (SE) function in supporting enterprise management in information‐intensive organizations. “Enterprise systems engineering” (ESE) comprises three major roles or “levels” of systems engineering for successful and efficient development or procurement of large complex systems of systems (SoS). While the authors' experience focuses predominantly on government organizations acting as their own SoS integrators, the SoS ESE concept has generic applicability for any organization, public or private, seeking to attain competitive advantage through leveraging of information technology resources and systems. The processes and tools described here have been developed and successfully employed to facilitate government project management and investment decisions and control. [Carlock and Decker, 1998] This paper describes a formal three‐level SoS ESE process that, at the top level, organizes and maintains all of the details of the enterprise‐wide SoS architecture and strategic development plan in a flexible framework that accommodates the changes expected over a long SoS evolution. The information maintained in this framework allows the organization to know where it is going, how and when it is going to get there, the required capabilities and interfaces of each SoS component, and the impact of changes to system requirements, budgets, schedules, etc., on the overall SoS. The middle level processes allow the organization to perform trade studies among alternative solutions to implement required capabilities based on what is best for the enterprise‐wide SoS rather than just local considerations. The end result of the middle level processes is a selected and approved solution and its associated cost, schedule, benefits, and technical baselines. Survey of reduced workload and crewing strategies for ocean patrol vessels

He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. In addition he was a 1998 fellow of the Foreign Service

The U.S. Coast Guard is in the concept exploration phase of its Integrated Deepwater System (IDS) acquisition project. This project will define the next generation of surface, air and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) assets used to perform the Coast Guard's missions in the IDS environment (>50 NM off the U. S. coastline). As part of early technology investigations, the needs exist to: (1) analyze the workload requirements of the IDS, (2) identify alternative means to perform ship's work, and (3) optimize ship manning consistent with ship workload, performance criteria, and the available tools and equipment aboard. To reduce shipboard work requires an understanding of the mission and support requirements placed on the vessel and crew, how these requirements are currently met, and how requirements might otherwise be met to reduce workload and crew size. This study examined currently implemented workload and manpower reducing approaches of commercial maritime fleets, U.S. and foreign navies, and foreign coastguards. These approaches were analyzed according to evaluation criteria approved by the IDS acquisition project team. From this, strategies for shipboard work reduction that may be considered for adoption by the IDS were identified and analyzed according to performance and costs factors. Ten workload-reducing strategies were identified: damage control, bridge, multiple crewing, engineering, risk acceptance, modularity, deck, enabling technologies, ship/personnel readiness, and operability and maintainability.

Formed in late 1998, the Multinational Alliance for the Advancement of Organisational Excellence (MAAOE) sustains the vision of creating, disseminating, and applying knowledge relevant to the advancement of organizational excellence. MAAOE advances next-generation quality management characterized by multinational, multidisciplinary, and performance focused. Presently numbering over 300 individuals representing a diverse group of disciplinary backgrounds and representing more than 20 nations on 6 continents, the alliance's participant group is consistent with that vision. Supporting MAAOE visions are three strategic intentions, each with several supporting goals and objectives. This article investigates and establishes MAAOE's second strategic intention, that of the knowledge dissemination relevant to the advancement of organizational excellence.
