The objective of this study is to create a services design of E-Government system that can help Indonesian government to resolve some problems such as diversity platform and application. It causes the island applications that can make decision support processes is not well happen. In this study, we use literature review as an approach to discuss the phenomenon. It is performed by identifying, evaluating, and combining information from several other studies which relevant with this study's research questions. We use services oriented analysis and design approach to discussing the phenomenon. The ability of Service-oriented Architecture to connect multiple services between diversity systems and it can help the enterprise application travelling in Indonesian government. The case in this study is travelling system in Indonesia Government. The results in this study are the conceptual services for Travelling System using SOA approach and ESB Technology. The required configuration management and the necessary control of the Surface Ship Combat System elements demand that they be considered as integrated and tested in accordance with an integrated test plan utilizing an integrated test organization. The sometimes used approach of implementing a combat system test program based upon the individual combat system elements being independent, has proven to be less than satisfactory. Then is no question that some of the early testing at the unit, subsystem, and subprogram levels can be planned and conducted independent of a specific “end-item” combat System. This paper addresses the planning and implementing of combat system test with the emphases being upon the integrated phase of test and primarily the lead ship of a class. Information is presented to facilitate planning and implementing a combat system test program including use of shore facilities and integrating these activities with shipboard activities; when to form the test organization and what types of expertise are required; what are the key technical management tools; the proofing of test documentation; the need for detailed “step-by-step” procedures and traceability of the specified requirements; how to assist Ships Force; planning and stat using the conduct of the tests; integrating computer program and special testing into the test program; and the significance of early decisions on administrative and contractual arrangements.

Proper supplier selection is very critical because a significant proportion of income is allocated for and spent on purchased items. This paper presents a supplier selection model for oil and gas projects in the United Arab Emirates (UAE). This model is designed to guide users in selecting the most suitable supplier. The supplier selection decision is based on several criteria. The proposed model consists of five stages: item selection, initial supplier selection, selection criteria, supplier evaluation, and selection decision. It allows the decision makers to select the most suitable supplier to execute the job. Decision makers can evaluate the results based on the suppliers' ranking and the sensitivity of the case. A real case study is presented to demonstrate the application of the model. ©Civil-Comp Press, 2015.

The need for safe operation and effective maintenance of pipelines grows as oil and gas demand ***,it is increasingly imperative to monitor and inspect the pipeline system,detect causes contributing to developing pipeline damage,and perform preventive maintenance in a timely ***,pipeline inspection is performed at pre-determined intervals of several months,which is not sufficiently robust in terms of *** research proposes a drone and artificial intelligence reconsolidated technological solution(DARTS) by integrating drone technology and deep learning *** solution is aimed to detect the targeted potential root problems-pipes out of alignment and deterioration of pipe support system-that can cause critical pipeline failures and predict the progress of the detected problems by collecting and analyzing image data *** test results show that DARTS can be effectively used to support decision making for preventive pipeline maintenance to increase pipeline system s afety and resilience.

This article is a summary of an interpretive-systemic study of the University of Los Andes in Venezuela. Following the methodological guidelines of interpretive systemology, three interpretive contextual systems were designed in order to "comprehend" the sense of the university. These three interpretive contexts were derived from possible different interpretations of the University Law (Statutes). Results obtained from the "thematic interpretation" of university activities and decision taking reveal an institution removed from any of the missions depicted in the interpretive contexts. A fourth interpretive context was designed to provide an interpretation of the regulative role the institution plays in order to maintain a particular social order and power structure. This fourth interpretive context shows greater interpretive power with regard to actual university activities than the other three. © 1991 Plenum Publishing Corporation.

Motive, form and function of international R&D alliances: Evidence from the Chinese IT industry

This article adds to the research literature on international R&D alliances by focusing on alliances formed by multinational corporations with Chinese organizations. Using publicly available information, we developed a sample of 80 international R&D alliances between multinational corporations and Chinese organizations in the information technology industry in China formed during the period from 1997 to 2003. We use these data to test hypotheses on the connections between the declared motives, organizational form and R&D activity function of such alliances. Our analysis shows that the two most frequent motives of multinational corporations when establishing R&D alliances with Chinese organizations are establishing vertical linkages and obtaining human resources. Within the context of a strong preference for non-equity-based cooperative agreements, our analysis also provides some evidence for an association between the choice of form and motive, strong evidence for an association between function and motive, and strong evidence for an association between the form and function. © 2005 Elsevier Inc. Extensive research efforts are currently devoted to developing and improving conventional technologies for water treatment. Membrane-based water treatment technologies are among the most preferred options due to their commercial success, simple operation, low energy and space requirements, and high separation efficiency. Despite the advances made in membrane-based technologies, fouling remains a critical challenge. Fouling occurs upon the accumulation of unwanted impurities on the membrane surface and within the membrane pores which results in a significant decline in the membrane permeate flux. To alleviate the operational challenges from fouling, surface modification to develop antifouling membranes appears to be an effective technique. A comprehensive review of the surface modification techniques for the development of antifouling membranes is provided in this paper. Chemical surface modification techniques (grafting and plasma treatment), physical modification techniques (blending, coating, adsorption, and thermal treatment), and combined physical and chemical modification techniques have been discussed. Moreover, the challenges related to surface modification and the future research directions are addressed.

This paper discusses the optimization of hyperparameters of the Multilayer Feedforward (MLF) Artificial Neural Network (ANN), for Automatic Incident Detection (AID) within freeway systems. The MLF model was developed and tested using simulated data generated from VISSIM traffic simulation software. The optimized hyperparameters include the number of hidden layers, the size of hidden layers, the learning rate, momentum, error epsilon, and training cycles. To reduce computational time, a stepwise approach was adopted to optimize these hyperparameters. The model's performance was evaluated based on the Fscore, which is the harmonic mean of the recall and precision metrics. This evaluation metric was used because the AID is an imbalanced binary classification problem, where normal instances are the majority class and incident instances are the minority class. The results showed that optimizing the hyperparameters of the MLF model resulted in a 0.79% improvement in the F-score of the model and a 0.32% improvement in the overall accuracy of the model. The near-optimal hyperparameters for the MLF model were determined to be 1 hidden layer with 35 neurons, a learning rate of 0.015, momentum of 0.9, an error epsilon of 1.00E-10, and 1000 training cycles. The study provides insights into optimizing the hyperparameters of ANNs for AID applications in traffic management systems, which can help improve the performance of such systems. The optimized model can be utilized by Traffic management Centres (TMCs) to detect incidents accurately and in a timely manner, thereby reducing the negative impacts of traffic incidents and ensuring safe and efficient travel for drivers. © 2023 Computers and Industrial engineering. The Japanese concept 'poka yoke', translated into English as 'mistake proofing,' has been mentioned at previous IGLC conferences. This notwithstanding, mistake proofing appears to not have been (nor be) systematically researched or practiced in the lean construction community. To raise awareness of opportunities provided by thinking with mistake proofing in mind as a means to build quality into project delivery, this paper summarizes the philosophy that underlies mistake proofing. Examples illustrate how mistake proofing applies to the work done within one specialty trade, how manufacturers and fabricators can design their products so they cannot be constructed defectively, and how architects and engineers may conceive of system designs that are less likely to fail during construction or in a product's life cycle.
