作者: LUKE, SR JACOBS, dA REEd, BM Stephen R. Luke:is a registered professional engineer in the Commonwealth of Virginia. He received his B.S. in mechanical engineering from Virginia Polytechnic Institute in 1983 and is presently pursuing a master's degree in engineering management at Old Dominion University. Mr. Luke is experienced as a test engineer at the Norfolk Naval Shipyard (1978–1989) and as a reliability/quality engineer at the Naval Undersea Warfare Center Detachment Norfolk (1989-Present). Currently he is the group leader of the RMA/QA group for the AN/SQQ-89(V) Antisubmarine Warfare System at Naval Undersea Warfare Center Detachment Norfolk. Mr. Luke is a member of ASNE IEEE (Reliability Society) and ASQC and is an ASQC certified quality engineer and reliability engineer. Derya Alasya Jacobs:is an assistant professor in the Engineering Management Department at Old Dominion University (ODU). She has a B.S. in computer science and an M.S. and Ph.D in engineering management from the University of Missouri-Rolla. Prior to joining ODU Dr. Jacobs worked as a research engineer at the Center for Technology Transfer and Economic Development at the University of Missouri-Rolla. During the same period she served as a consultant in software development for Missouri Enterprise Rolla Missouri. Dr. Jacobs' research interests are in the areas of applied artificial intelligence decision support systems operations research and computer integrated manufacturing. Billie M. Reed:is an assistant professor in the Engineering Management Department at Old Dominion University. He received a B.S. degree in mechanical engineering from Auburn University in 1971. After completing undergraduate studies Dr. Reed was commissioned as an officer in the U.S. Navy where he served in the nuclear submarine force until 1982. 作者: JACOBS, KS ELFONT, M PROCACCINO, V Mark Elfont Ph.D:. is head of the Engineering Analysis Staff at the Naval Ship Systems Engineering Station (NAVSSES). At NAVSSES Dr. Elfont developed the Ships Machinery Analysis and Reporting Technique (SMART) System that utilizes direct access to the Ships 3-M database to calculate the fleet performance of HM&E systems. The SMART process is an automated approach to performance trending and offers the in-service engineers and life cycle managers cost effective information on the performance of equipments and systems in the actual fleet environment. Prior to coming to NAVSSES Dr. Elfont was at the Naval Air Development Center (NADC) for 18 years with most of his service as program manager for various avionic weapon system developments. Dr. Elfont also spent three years as the business manager of a private telecommunication firm. Vincent Procaccino:is the measures of effectiveness coordinator within the Performance and Business Indicators Section of the Equipment Assessment and Alteration Department Naval Ship System Engineering Station (NAVSSES). Mr. Procaccino is responsible for developing processes and techniques for determining the effectiveness of condition assessment efforts primarily the Assessment of Equipment Condition (AEC) program. NAVSSES is the Navy's in service engineering agent for HM&E equipment and is currently pursuing several programs which are in the process of evaluating condition assessment of HM&E systems. The efforts include continuous on-line monitors and expert system applications. Prior to arriving at NAVSSES in December 1988 Mr. Procaccino received a bachelor of science degree in mechanical engineering from Penn State University in August of 1987. He then worked as a project engineer for a small manufacturing firm until his arrival at NAVSSES.

作者: PULS, RW POWELL, RM Robert W. Puls is currently employed at the R.S. Kerr Environmental Research Laboratory (RSKERL) U.S. EPA in the Processes and Systems Research Division. He received a bachelor's degree in soil science from the University of Wisconsin-Madison and a master's degree in forest resources from the University of Washington. He received his Ph.D. in soil and water science (minor in analytical chemistry) from the University of Arizona. Following completion of his doctorate he worked on the High Level Nuclear Waste Repository Research Program (DOE) investigating the fate and transport of radionuclides in ground water. He has been employed at RSKERL since 1987. His recent publications have covered a range of topics including ground water sampling for inorganics colloidal transport in ground water organic-metal-mineral interactions aquifer remediation and metal and metalloid sorption-desorption reactions governing subsurface contaminant transport. Robert M. Powell is a project scientist with Man-Tech Environmental Technology Inc. at the R. S. Kerr Environmental Research Laboratory in Ada Oklahoma. He is a graduate of the University of Oklahoma and spent eleven years with the Oklahoma Geological Survey (OGS) before joining ManTech six years ago. While at OGS he developed methods for the analysis of water and geologic materials primarily using atomic spectroscopy. He specializes in environmental chemistry as it relates to subsurface contaminant transport including studies of organic carbon in subsurface materials metal complexation surface charge effects on colloid transport and sampling methodologies.

作者: FEENSTRA, S MACKAY, dM CHERRY, JA Stan Feenstra is a hydrogeochemist and president of Applied Groundwater Research Ltd. in Mississauga Ontario He received a B.Sc. in earth sciences and an M.Sc. in hydrogeology from the University of Waterloo in 1978 and 1980 respectively and was designated a Certified Ground Water Professional by AGWSE in 1989. Since 1980 he has been a ground water consultant with Golder Associates in Mississauga Ontario and Zenon Environmental in Burlington Ontario and founded Applied Groundwater Research Ltd. in 1987. Feenstra specializes in the hydrogeochemical evaluation of ground water contamination at waste disposal facilities and chemical spill sites. He is currently a Ph.D. candidate in hydrogeology and research associate in the Waterloo Centre for Ground Water Research at the University of Waterloo (Waterloo Ontario N2L 3G1) and is involved in research related to the behavior of dense organic solvents in ground water. Douglas M. Mackay is an adjunct professor at the Waterloo Centre for Groundwater Research at the University of Waterloo Waterloo Ontario (N2L3G1). Dr. Mackay received a B.S. in engineering and M.S. and Ph.D. in civil engineering from Stanford University in 1970 1973 and 1981 respectively. From 1986 to 1990 he was a faculty member of the Environmental Science and Engineering Program of the UCLA School of Public Health. His research focuses on field studies of transport and fate of organic chemicals in ground water various scale studies of decontamination of soil and ground water and ground water monitoring technologies. 作者: KING, JF BARTON, dE J. Fred King:is the manager of the Advanced Technology Department for Unisys in Reston Virginia. He earned his Ph.D. in mathematics from the University of Houston in 1977. He has been principal investigator of research projects in knowledge engineering pattern recognition and heuristic problem-solving. Efforts include the development of a multi-temporal multispectral classifier for identifying graincrops using LANDSAT satellite imagery data for NASA. Also as a member of the research team for a NCI study with Baylor College of Medicine and NASA he helped develop techniques for detection of carcinoma using multispectral microphotometer scans of lung tissue. He established and became technical director of the AI Laboratory for Ford Aerospace where he developed expert scheduling modeling and knowledge acquisition systems for NASA. Since joining Unisys in 1985 he has led the development of object-oriented programming environments blackboard architectures data fusion techniques using neural networks and intelligent data base systems. Douglas E. Barton:is manager of Logistics Information Systems for Unisys in Reston Virginia. He earned his B.A. degree in computer science from the College of William and Mary in 1978 and did postgraduate work in London as a Drapers Company scholar. Since joining Unisys in 1981 his work has concentrated on program management and software engineering of large scale data base management systems and design and implementation of knowledge-based systems in planning and logistics. As chairman of the Logistics Data Subcommittee of the National Security Industrial Association (NSIA) he led an industry initiative which examined concepts in knowledge-based systems in military logistics. His responsibilities also include evaluation development and tailoring of software engineering standards and procedures for data base and knowledge-based systems. 作者: BARROWS, L ROCCHIO, JE Larry Barrows received his M.S. and Ph.D. degrees in geophysics from the Colorado School of Mines in 1973 and 1978 respectively. He has worked as a systems engineer on Skylab remote-sensing experiments and as an exploration geophysicist in frontier areas of Alaska. Since 1979 he has specialized in geophysical surveying for ground water and hazardous waste site investigations first as the project geophysicist on a radioactive waste disposal program and then as a research scientist for the U.S. EPA. In 1988 he joined Earth Science and Engineering Inc. and LaCoste and Romberg Gravity Meters Inc. (4807 Spicewood Springs Rd. Bldg. 2 Austin TX 78759). Current projects include using microgravity to detect solution conduits in karst terrains and using seismicgroundroll to determine near-surface shear moduli. Judith E. Rocchio is the future air resource specialist on the Stanislaus National Forest (1977 Greenley Rd. Sonora CA 95370). She will obtain the position upon completion of her M.A. degree in air resource management at Colorado State University Department of Natural Resources (1990). She was with Lockheed Engineering Management Services Co. Las Vegas Nevada prior to attending CSU where she was involved in several environmental monitoring programs and coauthored the paper with Dr. Barrows. Dr. Zitzman received his B.S. degree in physics from Brigham Young University in 1963 and his M.S. and Ph.D. degrees in physics from the University of Illinois in 1967 and 1972 respectively. Stephen M. Falatko:was a senior engineering analyst in the Combat Systems Engineering Department Comptek Research Incorporated for the majority of this effort. He is currently employed at ManTech Services Corporation. During his eight-year career first at The Johns Hopkins University Applied Physics Laboratory and currently with ManTech Mr. Falatko's work has centered around the development of requirements and specifications for future Navy systems and the application of advanced technology to Navy command and control systems. He is a member of both the Computer Architecture Fiber Optics and Data Bus Working Group and the Aegis Fiber Optics Working Group. He also has completed his course work towards his Ph.D. degree in computer science specializing in the fields of systems analysis and computer simulation. He has been employed by the Naval Surface Warfare Center White Oak Laboratory Silver Spring Md. for 20 years in the areas of weapon system analysis and the development of weapon systems simulations. Since 1978 he has been involved in the development of tools and methodologies that can be applied to the solution of shipboard combat system/battle force system architecture and engineering problems. Mr. Mensh is a member of ASNE MORS IEEE U.S. Naval Institute MAA and the Sigma Xi Research Society. Robert S. Kite:is a systems engineer with the Naval Warfare Systems Engineering Department of the MITRE Corporation in McLean Va. Mr. Kite received his B.S. degree in electronic engineering from The Johns Hopkins University in Baltimore Md. Mr. Kite retired from the Federal Communications Commission in 1979 and served a project manager of the J-12 Frequency Management Support Project for the Illinois Institute of Technology Research Institute in Annapolis Md. before joining MITRE.
