Resource allocation decision making in the military health system

The necessity to efficiently balance and re-allocate system resources among hospitals in a hospital network is paramount, especially as health systems experience increasing demand and costs for health services. In this paper, we proffer a resource allocation-based optimization model that adjusts resources (system inputs) automatically, which provides decision makers (such as health care managers and policy-makers) with a decision-support tool for re-allocating resources in large health systems that are centrally controlled and funded, such as the Military Health System. In these systems, inputs are fixed at certain levels and may only be adjusted within medical treatment facilities, while outputs must be maintained. We provide a mathematical formulation and example solutions from a case study using real-world data from sixteen U.S. Army hospitals. We also find utility in the use of multi-start evolutionary algorithms to store multiple optimal solutions for consideration by decision makers. © 2014 "IIE".

Heart rate variability (HRV) is known to be one of the representative ECG-derived features that are useful for diverse pervasive healthcare applications. The advancement in daily physiological monitoring technology is enabling monitoring of HRV in people's everyday lives. In this study, we evaluate the feasibility of measuring ECG-derived features such as HRV, only using the smartphone-integrated ECG sensors system named Sinabro. We conducted the evaluation with 13 subjects in five predetermined smartphone use cases. The result shows the potential that the smartphone-based sensing system can support daily monitoring of ECG-derived features;The average errors of HRV over all participants ranged from 1.65% to 5.83% (SD: 2.54～10.87) for five use cases. Also, all of individual HRV parameters showed less than 5% of average errors for the three reliable cases.

The rapid change of trading values from tangible assets to Intelectual Property has put both businesses and academia in a race to acquire and protect the rights to exploit such property. This is mainly accomplished in the form of patent issuing by the governments, being time consuming and complicated due to the vast amount of documents that need to be analyzed in order to assert the novelty or validity of a patent application. Patent information retrieval research is thus growing quickly to support document analysis across multiple domains and information systems. One of the big challenges in patent analysis is the identification of the elements of innovation (concepts, processes, materials) and the relations between them, in the patent text. This paper presents a method for extracting semantic information from patent claims by using semantic annotations on phrasal structures, abstracting domain ontology information and outputting ontology-friendly structures to achieve generalization. An extraction system built upon the method is briefly evaluated on a document sample from INPI, the Brazilian patent office, a challenging information source.

Application code and processor parallelization, together with instruction set customization, are the most common and effective ways to enhance the performance and efficiency of application-specific processors (ASIPs). Both the effective code parallelization and data/task parallelism exploitation, as well as effective instruction set customization, enable an ASIP to achieve a significant performance improvement using limited extra hardware resources. However, a naive parallelization or instruction set customization may not result in the required performance improvement, leading to a waste of computing and energy resources. Therefore, when performing parallelization or custom instruction selection, complex tradeoffs between processing speed, circuit area and power consumption must be closely observed. In this paper, we propose and discuss an efficient ASIP-based Multi-Processor System-on-a-Chip (MPSoC) design for ray-tracing, exploiting application parallelism and hardware replication-aware instruction set customization. Without hardware sharing among the custom instructions units, the proposed parallel ray-tracer MPSoC design with custom instructions achieves 77% speed up in comparison to a single microprocessor design with the default instruction set. However, with the replication-aware instruction set customization, the speed up increases to 81%. © Springer International Publishing Switzerland 2013.

Context: The technical debt (TD) concept describes a tradeoff between short-term and long-term goals in software development. While it is highly useful as a metaphor, it has utility beyond the facilitation of discussion, to inspire a useful set of methods and tools that support the identification, measurement, monitoring, management, and payment of TD. Objective: This study focuses on the identification of TD. We evaluate human elicitation of TD and compare it to automated identification. Method: We asked a development team to identify TD items in artifacts from a software project on which they were working. We provided the participants with a TD template and a short questionnaire. In addition, we also collected the output of three tools to automatically identify TD and compared it to the results of human elicitation. Results: There is little overlap between the TD reported by different developers, so aggregation, rather than consensus, is an appropriate way to combine TD reported by multiple developers. The tools used are especially useful for identifying defect debt but cannot help in identifying many other types of debt, so involving humans in the identification process is necessary. Conclusion: We have conducted a case study that focuses on the practical identification of TD, one area that could be facilitated by tools and techniques. It contributes to the TD landscape, which depicts an understanding of relationships between different types of debt and how they are best discovered. Copyright 2013 ACM.

We identified and organized a number of statements about technical debt (TD Folklore list) expressed by practitioners in online websites, blogs and published papers. We chose 14 statements and we evaluated them through two surveys (37 practitioners answered the questionnaires), ranking them by agreement and consensus. The statements most agreed with show that TD is an important factor in software project management and not simply another term for 'bad code'. This study will help the research community in identifying folklore that can be translated into research questions to be investigated, thus targeting attempts to provide a scientific basis for TD management. © 2013 IEEE.

The ambiguity function is a measure of a radar's range and Doppler detection capability. Cognitive radar systems require the capability to adjust the waveform in realtime to obtain desired range/Doppler detection capability while meeting stringent spectral requirements. While the ambiguity function of the waveform input to the transmitter can be simulated, it is the ambiguity function of the transmitter power amplifier's output waveform that will be used for the detection. As such, it is very helpful to be able to measure the ambiguity function output from a power amplifier in the optimization process. This paper describes a technique that can be used to quickly calculate the ambiguity function for the output waveform from the radar amplifier as measured on an oscilloscope. Brief examination is also given to the effect of amplifier nonlinearity on the ambiguity function. © 2013 IEEE.

While electromyography (EMG) is widely used in experimental physiotherapy (PT), its use as a diagnostic aid and supplementary tool in clinical PT remains limited. We report an integrated, wireless PT system for the forearm, which registers muscle movements via EMG, records and wirelessly transmits the data to a laptop computer, and runs software to discriminate between arm motions. The next step is to interface with a custom video game which responds to user movement and provides real-time biofeedback to the user, allowing them to visualize whether they are performing their PT exercise properly. Our device incorporates existing technologies into a functional ensemble compatible with both at-home and clinical use. Current testing (n=7 subjects) indicates that the sensor is capable of discriminating between 6 classes of PT exercises with 92% accuracy (2 classes with 96% accuracy). © 2013 IEEE.
