Purpose - This paper aims to propose a tool to help policy makers understand the dynamic relationships between security and privacy on a strategic (macro) level. Design/methodology/approach - The methodology is ported from the discipline of Macroeconomics, and applied to the information security and privacy domain. The methodology adopted is the so-called "cross methodology" which claims ownership of the well-known supply/demand market equilibrium exercise. Findings - Early evaluation reveals that this is a potentially very effective tool in understanding societal behaviour and position towards information security and privacy and therefore makes this a suitable tool for investigating and exploring scenarios that can assist in policy making. Originality/value - Up to date, research on the economics of security and privacy has been primarily focusing on a micro level. The main contribution of this paper is a methodology for investigating privacy and security on a macro level. We believe that our approach in undertaking this research is new and looking at the issues and relationships between security and privacy at a macro level, gives a better understanding of the problems at hand and how to resolve them. Practical implications - The proposed tool may increase the efficiency of policy making and planning as it enables the policy makers on a governmental and strategic level to run scenarios in order to investigate the effect of their decisions (for example, an introduction of a stricter law relating to computer misuse) to the delicate balance of security and privacy.

This paper proposes perceptual segmentation of natural color images using a fuzzy-based hierarchical algorithm and its application to the segmentation of dermoscopy images. A fuzzy-based homogeneity measure makes a fusion of the color features and the texture features. The proposed hierarchical segmentation method is performed in four stages: simple splitting, local merging, global merging and boundary refinement. The effectiveness of the proposed method is confirmed through computer simulations that demonstrate the applicability of the proposed method to the segmentation of natural color images and dermoscopy images.

Nonlocal-means (NL-means) is an image denoising method that replaces each pixel by a weighted average of all the pixels in the image. Unfortunately, the method requires the computation of the weighting terms for all possible pairs of pixels, making it computationally expensive. Some short-cuts assign a weight of zero to any pixel pairs whose neighbourhood averages are too dissimilar. In this paper, we propose an alternative strategy that uses the SVD to more efficiently eliminate pixel pairs that are dissimilar. Experiments comparing this method against other NL-means speed-up strategies show that its refined discrimination between similar and dissimilar pixel neighbourhoods significantly improves the denoising effect.

Electronics densification is continuing at an unrelenting pace at the server, rack, and facility level. With increasing facility density levels, airflow management has become a major challenge and concern. In an effort to deal with the resulting thermal management challenges, manufacturers are increasingly turning to liquid cooling as a practical solution. The majority of manufacturers have turned to liquid-cooled enclosed racks or rear-door heat exchangers, in which chilled water is delivered to the racks. Some manufacturers are now looking to cold plate cooling solutions that take the heat directly off problem components, such as the CPUs, to get it directly out of the facility. This paper describes work done at the Pacific Northwest National Labs (PNNL) under a Department of Energy-funded program titled "Energy Smart Data Center." An 8.2 kW (27,980 Btu/h) rack of HP rx2600 2U servers has been converted from air-cooling to liquid spray cooling (CPUs only). The rack has been integrated into PNNL's main cluster and subjected to a suite of acceptance tests. Under the testing, the spray-cooled CPUs ran an average of 10°C (18°F) cooler than the air-cooled CPUs. Other peripheral devices, such as the memory D1MMs, ran an average of 8°C (14.4°F) cooler, and the power pod board was measured at 15°C(27°F) cooler. Since installation in July 2005, the rack has been undergoing a one-year uptime and reliability investigation. As part of the investigation, the rack has been subjected to monthly robustness testing and ongoing performance evaluation while running applications such as High Performance Linpack, parts of the NASA NPB-2 Benchmark Suite, and NW Chem. The rack has undergone three months' worth of robustness testing with no major events. Including the robustness testing, the rack uptime is at 95.54% over 299 days.
