The most basic element in any data-path is the adder. Variable-time adders can take advantage of the shorter carry propagation chains that occur in practice and exhibit an operand dependent addition time. Such adders are useful in self-timed data-paths. Today the latter are widely used as they can compute in mean time, reduce power consumption, and avoid long clock connections. In this paper, a new high-performance variable-time adder based on the statistical carry look-ahead addition technique is presented. The new circuit uses carry select stages to reduce the critical path. A 56-bit adder designed in this way and realised with 0.5 /spl mu/m CMOS technology shows an average addition time of /spl sim/1.28 ns, requiring only /spl sim/2900 transistors.

Garbage collection is especially useful for long running server applications in network environments since sustained memory leaks continuously degrade performance and eventually result in application failure. We demonstrate the benefits of a garbage collection technique that effectively mitigates performance degeneration due to memory leaks in applications when source code or object code are not available. Our technique is an extension of the garbage collection method known as conservative garbage collection. We refer to this as autonomous garbage collection. Our prototype demonstrates that this garbage collection technique is indeed feasible. Furthermore, our experimental results show that this technique is more general and easier to use than many of the previous garbage collection proposals targeted at resolving memory leaks in non-cooperative server applications.

There is an increasing demand for higher levels of network availability and reliability. Effective network monitoring is necessary to meet this demand. Whereas most of the network monitoring research to date has been focused on combining the information collected in a meaningful way, in this research we focus on processing the information collected before it is combined. We propose a change detection methodology for each measurement variable, where we can detect changes from the variable's usual behavior. We provide a method for learning and adapting the variable behavior to keep pace with changes occurring in the network.

The concept of natural extension plays an important role in the theory of imprecise probabilities. It is a nonlinear functional on the class of nonnegative finite measurable functions. The difficulty of its calculation restricts applications of the theory. The paper provides a fast algorithm by which a precise value of the natural extension of a given nonnegative finite function with respect to a given lower probability is computed. Such an algorithm makes the natural extension one of the tools for aggregation in information fusion.

In an era of fiscal austerity, downsizing and unforgiving pressure upon human and economic capital, it is an Augean task to identify resources for fresh and creative work. The realities of the day and the practical demands of more immediate fleet needs can often dictate higher priorities. Yet, the Navy must avoid eating its seed corn. Exercising both technical insight and management foresight, the fleet, the R&D community, the Office of the Chief of Naval Operations (OpNav) and the product engineering expertise of the Naval Surface Warfare Center (NSWC) are joined and underway with integrated efforts to marry new, fully demonstrated technologies and operational urgencies. Defense funding today cannot sponsor all work that can be mission-justified over the long term because budgets are insufficient to support product maturation within the classical development cycle. However, by rigorous technical filtering and astute engineering of both marketplace capabilities and currently available components, it is possible in a few select cases to compress and, in effect, integrate advanced development (6.3), engineering development (6.4), weapon procurement (WPN), ship construction (SCN), operation and maintenance (O&M,N) budgetary categories when fleet criticalities and technology opportunities can happily meet. In short, 6.3 funds can be applied directly to ''ripe gateways'' so modern technology is inserted into existing troubled or aging systems, sidestepping the lengthy, traditional development cycle and accelerating practical payoffs to recurrent fleet problems. To produce such constructive results has required a remarkable convergence of sponsor prescience and engineering workforce excellence.
