Advances in aircraft carrier life cycle cost analysis for acquisition and ownership decision-making

作者: Chewning, IM Moretto, SJ Irvin M. Chewning:is currently the Director of the Aircraft Carrier Cost Estimating and Industrial Analysis Group of the Naval Sea Systems Command. Over the past four years Mr. Chewning has guided the cost analysis effort for the new CVNX class aircraft carrier through a three-part analysis of alternatives and is currently steering it towards Milestone I in June of 2000. In 1999 the CVNX cost analysis team was presented the NAVSEA Association of Scientists and Engineers “outstanding team achievement” award for its work on the CVNX analysis of alternatives. Mr. Chewning's professional career includes over 16 years as an employee of Newport News Shipbuilding as a Pipe Fitter Piping Systems Designer Piping Systems Engineer and Cost Engineer. He has worked at the Naval Sea Systems Command since 1980 as a Senior Cost Analyst Branch Head and Deputy Division Director of the Cost Estimating and Analysis Division. He has preformed cost analysis work for virtually all USN combatant programs including submarines cruisers destroyers frigates and aircraft carriers. He also performed the cost analysis work for the OSD evaluation of the Israeli Naval Modernization Program in the 1980's. Mr. Chewning is also Chairman of the NATO Specialist Team on Ship Costing a subgroup of the NATO Naval Group Six on Ship Design. Under his leadership two Allied Naval Engineering Publications have been completed in the 1990's: ANEP-41 on Ship Costing and ANEP-49 on Ways to Reduce Costs of Ships. In 1999 the NATO Specialist Team on Ship Costing completed a paper titled “Manpower Reduction and the Use of Commercial Standards and Practices to Reduce Costs of Ships.” The result of this work will be incorporated in a future revision of the aforementioned ANEFs. Mr. Chewning is a graduate of North Carolina State University with a Bachelor of Science in Mechanical Engineering. He received his B.S. in mechanical engineering in 1968 his M.S. in environmental engineering in 1975 and his Ph.D. in environmental engineering in 1983 all from Drexel University in Philadelphia. His research interests include evaluating representative ground water and surface water sampling techniques for trace levels of organic and inorganic compounds and designing new sampling devices. Thomas E. Imbrigiotta received a B.S. in chemistry with a concentration in environmental studies from Oakland University Rochester Michigan in 1975. He then attended the University of Wisconsin Madison and received an M.S. in water chemistry in 1982. He has been a hydrologist with the USGS Water Resources Division (810 Bear Tavern Rd. Ste. 206 West Trenton NJ 08628) since 1977. He worked in the Indiana District from 1977 to 1984 prior to coming to the New Jersey District. Currently he is project coordinator for the Picatinny Research project a study of the fate and transport of chlorinated solvents in ground water at Picatinny Arsenal New Jersey. Previously he was chief of a project evaluating sampling techniques for organics in ground water. James H. Ficken worked for the USGS Water Resources Division as a chemical engineer from 1964 to 1992. He received his B.S. in chemical engineering in 1962 from Washington University in St. Louis Missouri. His research interests were water quality instrumentation and sensors that measure real-time environmental data. He contributed as a team member to the design and development of the USGS water quality flow-through and mini-monitor system. Ficken passed away in 1992. James F. He has been involved in research and development activities in ISDN VSAT networks data communications and network systems and architectures. Prior to his current positions Dr. Chitre was a Principal Scientist in the Network Technology Division at COMSAT Laboratories. Dr. Chitre joined COMSAT Laboratories in 1980. He has made major contributions to the analysis and architecture of data communication ISDN and BISDN via satellite. Dr. Chitre directs and participates in the international and national standards activities in ISDN BISDN and data communication as they apply to satellite communication. He was Chairman of the Working Group on Protocols and Network Timing Function of the CCIR/CCITT Joint Ad Hoc Group on ISDN-Satellite Matters during 1990–1992. Currently he is the Chairman of the Working Group on New Technologies in the ITU Intersector Coordinating Group (ICG) on Satellite Matters. Dr. Chitre was a programme manager during 1990 and 1991 on a contract from INTELSAT on systems studies on satellite communications systems architectures for ISDN and broadband ISDN systems. Currently he is the technical manager of the DoD Contract on ATM via satellite demonstration and the programme manager for the INTELSAT contract on analysis and top-level specification of INTELSAT ISDN subnetworks and SDH compatible transport network. 作者: KING, JF BARTON, DE J. Fred King:is the manager of the Advanced Technology Department for Unisys in Reston Virginia. He earned his Ph.D. in mathematics from the University of Houston in 1977. He has been principal investigator of research projects in knowledge engineering pattern recognition and heuristic problem-solving. Efforts include the development of a multi-temporal multispectral classifier for identifying graincrops using LANDSAT satellite imagery data for NASA. Also as a member of the research team for a NCI study with Baylor College of Medicine and NASA he helped develop techniques for detection of carcinoma using multispectral microphotometer scans of lung tissue. He established and became technical director of the AI Laboratory for Ford Aerospace where he developed expert scheduling modeling and knowledge acquisition systems for NASA. Since joining Unisys in 1985 he has led the development of object-oriented programming environments blackboard architectures data fusion techniques using neural networks and intelligent data base systems. Douglas E. Barton:is manager of Logistics Information Systems for Unisys in Reston Virginia. He earned his B.A. degree in computer science from the College of William and Mary in 1978 and did postgraduate work in London as a Drapers Company scholar. Since joining Unisys in 1981 his work has concentrated on program management and software engineering of large scale data base management systems and design and implementation of knowledge-based systems in planning and logistics. As chairman of the Logistics Data Subcommittee of the National Security Industrial Association (NSIA) he led an industry initiative which examined concepts in knowledge-based systems in military logistics. His responsibilities also include evaluation development and tailoring of software engineering standards and procedures for data base and knowledge-based systems. His prior experience includes positions with the U.S. Coast Guard in the icebreaker design project the Military Sealift Command and at Newport News Shipbuilding. He is a graduate of N. Y.S. Maritime College and has a MS degree from the University of Michigan. I.F. Glen:received his professional degrees in naval architecture from the Royal Naval Engineering College Manadon Plymouth and RN College Greenwich London entering the Royal Corps of Naval Constructors in 1967. After serving as a Constructor Lieutenant in the Royal Navy's Far East Fleet for a short period he joined the Polaris submarine project team in Bath England in 1968. In 1971 he was seconded to the Canadian Department of National Defense in Ottawa as a Constructor Lieutenant Commander under NATO exchange arrangements where he had responsibilities initially for conventional submarines and latterly for computer aided conceptual design. He ventured to Bath England in 1974 and joined Forward Design Group. In 1975 he took a position as a civilian engineer in the Canadian Defense Department and was Head of Hull Systems Engineering from 1977 to 1979. He joined ARCTEC CANADA LIMITED in 1980 and in addition to managing ice model testing projects and full scale trials has specialized in structural response of ships to ice impact. He headed ARCTEC's Kanata Laboratory from 1981 to 1983 when he was promoted to president.
