The Ship to Shore Connector (SSC), a replacement for the Landing Craft, Air Cushion (LCAC), is the first government-led design of a ship in over 15 years. This paper will discuss the changes that a government-led design presents to the design approach, including schedule, organization structure, and design methodology. While presenting challenges, a government-led design also afforded the opportunity to implement a new technique for assessing various systems and ship alternatives, setbased design (SBD). The necessity for implementing SBD was the desire to design SSC from a blank sheet of paper and the need for a replacement craft in a short time frame. That is, the LCACs need to be replaced and consequently the preliminary design phase of the SSC program will only be 12 months. This paper will describe SBD and how it was applied to the SSC, the challenges that the program faced, and an assessment of the new methodology, along with recommendations that future design programs should consider when adopting this approach. © 2011, American Society of Naval Engineers.

Contingency factors and globalization phenomena are forcing companies to revise the way they conceive and manage their operations network. Operations strategic management systems should develop specific design requirements to deal with a complex and changing environment, that is, operations strategy plans should be continuously assed and updated. This paper frame a discussion based on operations strategy and performance measurement framework. Performance measurement roles are revised in order to assess their alignment to new design requirements for operations strategic management. Based on a set of updated performance measurement systems roles, a case study protocol is developed and applied to manufacturing and service companies. Although classical roles as performance monitoring and control are still the main focus of operations performance measurement systems, evidences collected show a growing use of these management systems for continuous improvement and change management processes.

In this paper we address the Stochastic Airport Bus Routing Problem (SABRP) where the availability of customers in the meeting points is randomly generated. We solve the problem by utilizing the stochastic programming recourse approach. The objective of our model is to minimize the cost of regular bus tours and the recourse cost when special taxis tours will be sent to specific customers.

Scaling up sediment transport has been problematic because most sediment loss models (e.g., the Universal Soil Loss Equation) are developed using data from small plots where runoff is generated by infiltration excess. However, in most watersheds, runoff is produced by saturation excess processes. Therefore, scaling up requires a hydrology model that accurately predicts the location and extent of runoff source areas. These runoff predictions can then be used for simulating sediment concentrations. We base sediment predictions on a simple, well-tested distributed saturation excess hydrology model, which calculates surface runoff, interflow, and baseflow. Surface runoff originates from bottom lands that become saturated during the rainy season or from severely degraded lands with little or no storage capacity. Baseflow and interflow are generated from the remaining parts of the landscape. Interflow comes from the shallow soils over an impermeable surface and base flow results from percolation below the impervious layer. To obtain the sediment concentrations, we assume that during surface runoff, there is a linear relationship between runoff velocity and sediment concentration, but baseflow and interflow are sediment free. Thus only the runoff component of stream discharge is involved in active erosive work compared to baseflow and interflow that contribute minimally to watershed sediment yield. To show the general applicability of the Saturation Excess Erosion Model (SEEModel), the model was tested for watersheds located 10,000 km apart, in the United States and in Ethiopia. In the Ethiopia highlands, we simulated the 113 ha Anjeni watershed, the 400 ha Enkulal watershed and the 180,000 km2 the Blue Nile basin. In the Catskill Mountains in New York State, the sediment concentrations were simulated in the upper 493 km2 Esopus Creek watershed. With today's high cost of land acquisition observed in most countries, management can no longer afford large storage facilities to house their products. For this reason, one of the main concerns of inventory managers is to ensure that enough storage space is available upon the delivery of a product. They, therefore, have to determine the least cost ordering policy so as to meet demand and taking into account the space limitation. In this paper, we investigate the problem of a single item continuous review inventory problem in the presence of a space restriction when the demand is stochastic. Through a sensitivity analysis study, it is found that ordering cost, storage capacity, average demand per unit time, and holding cost rate are the most influential problem parameters on the expected inventory costs. It is also shown numerically that a simple solution based on economic order quantity is performing very well with an average and maximum cost penalty of 0.19% and 2.03%, respectively. © 2010 Elsevier *** rights reserved.

The use of web-based technology for educational purposes has been increasingly popular within the past decade. With latest developments in technology, especially video and audio capabilities, web-based education is now within reach of anyone who has an internet connection. engineering management (EM) departments have increasingly been adopting online learning tools within their degree programs. In this paper, the authors present the current state of online EM education based on research on EM degrees awarded. We categorize synchronous versus asynchronous course content and web-based delivery methods to identify trends. It is hoped that the results of this research will be beneficial for both students and faculty who wish to actively participate, and improve their online learning and teaching experiences.

In a fast moving highly competitive business hub;the process of Construction Contracts preparation is usually shortened by resorting to previously prepared forms of agreement templates. Even if due diligence is carried out during the contract preparation stage, it becomes extremely difficult to anticipate for and include every single contingency that may arise from contract misinterpretation resulted from implicit terms. As such, to mitigate being involved in numerous disputes and arbitration cases due to contractual "gaps", all parties bounded by a binding agreement are recommended to be aware of their Implied Obligations and ensure that their implicit duties are accommodated for, as appropriate, within the construction contract. In this study, a survey measuring the gap between perceptions of 13 pre-identified Implied Obligations and actual experiences has been created and collected from 30 people out of 100 surveys sent out that had demonstrated even though most of the Implied Terms pre-identified are generally agreed on as Obligations by most parties involved in a contract, they are;however, rarely experienced most of the time. This indicates the potential of a high number of claim cases arising due to these contractual gaps.

The cost of commercial vehicle operation includes fuel, vehicle purchase/replacement/maintenance, and driver/staff,...,etc. Among these costs, fuel is the one that is not only cost-concerned but also environment-concerned. The fuel consumption is highly correlated with the vehicle traveling distance and driving behavior patterns and the emission of carbon dioxide (CO2) from the vehicle operations is one major contributing factor to the greenhouse effect that all human beings are suffering. How to utilize vehicles more efficiently in terms of time and travelling distance and reduce the carbon dioxide emission has become an important issue. Not to mention that many countries/areas have taken acts such as new laws for emission limitations to protect the environment. Advanced technologies such as Global Positioning systems (GPS) can generate the real-time location information of commercial vehicles. These data, analyzed by appropriate data mining technologies, can be used for fleet management systems such as vehicle route planning and driving behavior analysis. In this study, research team cooperating with Taiwan's largest commercial vehicle fleet, Formosa Plastics Transport Corp. (FPTC), deploy GPS-based vehicle tracking and communication systems and apply data mining technologies to develop a new fleet management system that is not only cost-efficient but also environment-friendly. The results include reduced transportation costs, lowered emissions, improved driving behaviors, and a greener fleet.

SaaS (Software as a Service) has become one of the fastest-growing innovative fields of the IT sector. Yet, as any other software intensive organizations, SaaS providers also need to deliver the service quality they offer. And, although, today exist a multitude of software quality models, so far, a specific adaptation does not exist to the SaaS context. Therefore, we present the results of our research on discovering software process and product quality criteria in the SaaS scenario. We adopted a research methodology, including, domain analysis, stakeholders interviews and literature review to elicit quality criteria and a survey to validate and prioritize the identified criteria. Such a set of identified quality criteria may help service clients to select providers as well as serve as a basis for a mapping relevant software process areas and best practices in order to adapt existing capability/maturity models and standards to this specific domain. © 2010 Springer-Verlag.
