Ayyub.:is a Professor of Civil Enginnering and the Director of the Center for Technology and Systems Management at the University of Maryland (College Park). He is also a researcher and consultant in the areas of structural engineering inspection methods and practices reliability and risk analysis. He completed his B.S. degree in civil engineering in 1980 and completed both the M.S. (1981) and Ph.D. (1983) in civil engineering at the Georgia Institute of Technology. Dr. Ayyub has an extensive background in uncertainty modeling and marine structural reliability marine structures uncertainty modeling and anaylsis and mathematical medeling using the theories of probability statistics and fuzzy sets. He has completed several research projects that were funded by the NSF USCG USN the USACE ASME and several engineering companies. Dr. Ayyub served the engineering community in various capacities through societies that include ASNE ASCE ASME SNAME IEEECS and NAFIPS. He is the authour and co-author of about 250 publications in journals and conference proceedings and reports. His publications include edited books textbooks and book chapters. Dr. Ayyub is the only double recipient of the ASNE “Jimmie” Hamilton Award for the best papers in the Naval Engineers Journal in 1985 and 1992. Also he received the ASCE “Outstanding Research Oriented Paper” in the Journal of Walter L. Huber Research Prize in 1997 and the K.S. Fu Award of NAFIPS in 1995. He is a registered Professional Engineer (PE) with the State of Maryland. Zbigniew J. Karaszewski:is the Associate Director of the University of Maryland's Center for Technology and Systems Management and technical director of the Center for Maritime Leadership. As the technical supervisor fm the Impact and Feasibility Studies group of the E nginemang Department he provides engineering support to the Ships Communication Systems Operation Branch Naval Air Warfare Center Aircraft Division Patuxent River St. Inigoes Maryland. This support entails the integration of radio communication systems on USS Arleigh Burke (DDG 51)-class AEGIS destrqvers and special engineering projects. During 23 years of Naval service as an electronics technician he sewed as electronics division officer for the repair division (R-4) on board USS Ghore (AS IS) homeported in La Maddalena Sardinia. His last duty station was NAVCOMSTA Roosevelt Road Puerto Rico where he sewed as muster chief-in-charge of electronic communications repair the island-wide communications quality control chiel the contract administrator to the operations and maintenance contractor supporting Mystic Star transmitter and receiver facilities for Air Fme One communications the Naval transmitter station and 16 interconnecting remote mimowave sites. Wilhemina C. Greene is a Supervisory Electronics Engineer with the Combatant Engineering and Integration Section at NAWCAD. As the team leader directs the effots of Civilian and contractors personnel responsible for delivering a fully integrated and tested Radio Communication Systems for surfme cmnbatant ships. The team also pvovida the Nay's only system level training on RCS for all AEGIS Pre-Communits. As part ofthis eflort she is responsible for the operation and maintenance of the Satellite Production Test Centq a facility housing the RCS test beds. Ms. Greene has over 20 years of government service 13 years on the AEGIS RCS program. She has a BSEE degree from Tennessee State University.

Steve was very active with the Ships Structure Committee in developing R&D programs for ship structure and he is a member of the ASNE Journal Committee. Steve received a BS in Mechanical Engineering (Naval Architecture Option) from Virginia Polytechnic Institute in 1964. He is a member of the ASNE TAU BETA PI PI TAU SIGMA and PHI KAPPA PHI. William 1. Lind joined ABS in 1992 after ten years with Sparkman and Stephens Inc. He is currently ABS Amekas Manager of Engineering jm New Orleans and Cleveland. Both ofices conduct plan reviews for militavy commercial and private marine craft fm self-propelled vessels under 300 feet in length and bargus unlimited in length. He is a graduate of the Naval Academy who served as a surface warfare officer. After completion of his graduate education at MIT he became an Engineering Duty Officer and served at Boston Naval Shipyard in several capacities. He was the Repair Facilities Advisor to the Vietnamese Navy the Project Officer for construction of nuclear powered guided missile cruisers (CGNs) at the Supervisor of Shipbuilding Newport News Virginia and served on the staff of the Commander Naval Surface Forces U.S. Atlantic Fleet and later at the Supervisor of Shipbuilding in Portsmouth Virginia in maintenance and overhaul management positions. He was Officer in Charge of the Annapolis Laboratory of the David Taylor Research Center and Commanding Officer of the Engineering Duty Officer School. He retired from active duty in October 1991 after serving in the Naval Sea Systems Command as the Director of the Ship Design Group and of the Advanced Concepts and Technology Group. Lt. Jeffrey S. Riedel USN:is an Engineering Duty Officer currently assigned to the Supervisor of Shipbuilding Bath Maine. He obtained his B.S. degree in Marine Engineering from Maine Maritime Academy in 1986 and his M.S. degree in Mechanical Engineering plus a Mechanical Engineer's degree from the Naval Postgraduate School in 1993. Lt. Riedel's naval career has included duty aboaqrd USS Wainwright (CG 28) as auxiliaries officer damage control assistant and main machinery officer. Currently he serves as the assistant production officer at SUPSHIP Bath in charge of DDG 51 class construction and delivery.

作者: CIERI, AM The Author:is the director Equipment Assessment and Alteration Department Naval Ship Systems Engineering Station (NavSSES). His department is responsible for implementing condition-based maintenance initiatives at NavSSES and for program management engineering development and measurement of efficiency and effectiveness for the Assessment of Equipment Condition (AEC) Program as the agent for NavSea 915. Additionally his department manages both machinery alterations (MachAlts) for NavSea 56 and numerous ship alterations (ShipAlts) for the type commanders. In 1983 he conceived and structured the policy and procedures for the MachAlt Program at NavSSES as a result of a need identified by NavSea's ShipAlt Improvement Program. He served as the program manager for the MachAlt Program from 1982 until his current promotion this year. Mr. Cieri worked in the Hull and Deck Machinery Department for 11 years before moving into program management. His 29 years of federal service also include nine years with the Philadelphia Naval Shipyard in increasingly responsible positions in both the Planning and Production departments. Mr. Cieri is a former recipient of the NavSSES Joseph Cacciola Technical Achievement Award and the Federal Government Economy in Government Operations Award for the Philadelphia area.

作者: THRESTON, JOSEPH T. Joseph Threston has been a most significant contributor to the impressive success of Aegis since its inception. Throughout his more than thirty years in naval engineering Mr. Threston has devoted his considerable engineering talents and business acumen to the betterment of the Surface Navy. He is an engineer of national acclaim and a dedicated proponent of sound and proven engineering concepts. Mr. Threston is known and highly respected by Congressional oversight committees the Department of the Navy and throughout the defense industry. In systems engineering he is without peer. Joseph Threston is General Manager of the General Electric Naval Systems Department. He is responsible for directing GE's dual role in the Aegis Program as the principal contractor in the design and production of the basic Aegis weapon system and as Combat System Design Agent for the Aegis cruiser and destroyer programs. In addition his department has been responsible for the development of variants to the Aegis system which have ensured that Aegis remains capable of meeting evolving threats specified by the United States Navy. Mr. Threston has been extraordinarily successful in integrating the resulting efforts of all weapon system contractors and agencies in meeting specified requirements. Long before it was fashionable Mr. Threston implemented and practiced the attributes featured in the TQM-TQL philosophy. He has emphasized quality and openly listened to and encouraged suggestions for improvements from subordinates. As a direct result Aegis production equipment has shown constant quality improvement over the past decade. The superb Aegis fleet at sea today is a supreme testimonial to Mr. Threston's worthiness to receive the Harold E. Saunders Award for 1991. It is most appropriate that he receive this recognition for his lifetime of superior and dedicated service to his country.

Texas 75265 Jeanne Pavio is the Manager of the Microwave Advanced Packaging Group at Texas Instruments where she has been cmployed since 1980. She received the BA degree in 1971 and the MS in 1972 both from the University of Connecticut. Her experience base has included the fabrication and assembly of thick and thin film hybrids. At the Texas Instruments Hybrid Microelectronics Laboratory Jeanne implemented nitrogenfireable thick film for ceramic application in surface-mount technology and hybrids. For the last six years she has focused on the automated assembly and packaging of GaAs Monolithic Microwave Integrated Circuits and devices. This has encompassed development of fluxless furnace reflow and void-free vacuum reflow of GaAs components as well as development of automated wirebonding to GaAs Microwave Hybrids. She was instrumental in directly applying this technology to active phased array module production. Her efforts presently involve the implementation of high-volume techniques and automation for insertion of MMIC technology in a cost-effective highvolume environment. She has authored numerous papers involving hybrid fabrication and assembly technology and in particular involving automated assembly and packaging of GaAs MMIC devices. James E. Chapman Jr. was born in Dallas Texas in 1943. He received the BS and MS degrees in Electrical Engineering from Southern Methodist University (SMU) in 1966 and 1968 respectively. During this time he was associated with the Semiconductor Group of Texas Instruments Incorporated as an undergraduate engineering cooperative student working with various silicon products and processes. Mr. Chapman is currently a Senior Member of the Technical Staff assigned to the Microwave Technology and Products Division of the Defense Systems and Electronics Group.
