THE “TRADE—OFF” BETWEEN LEARNING AND INFLATION IN SHIPBUILDING

作者: FRISCH, FRANZ A.P. TODD, CHARLES Dr. Franz A.P. Frischgraduated from the Technical University of Vienna in Austria. He has thirty years' experience in shipbuilding and related subjects. He has worked as a Naval Architect Guarantee Engineer Chief Estimator Production Manager and Director for Shipyard Planning and Maintenance in Austria Denmark Sweden and Germany. In 1956 he was first invited to the United States to testify on foreign cost and production in subsidy cases before the Maritime Administration. From 1957 through 1962 he was associated with several U.S. Naval Architect firms: was Owner's Representative in Europe and Japan conducted studies on transport economy for Venezuela ICC and shipowners and was a consultant for shipyard planning in Brazil and Europe. In 1963 he joined the Staff of the Center for Naval Analysis (CNA) and became Head of the Logistic Section and Study Director. There he originated the FDL ship and ship concept and was assigned as advisor to the Project Manager. From 1968 through 1974 Dr. Frisch was a Faculty member and visiting lecturer at Massachusetts Institute of Technology he lectured on Shipyard Management Ocean Transportation Systems Theory in Transportation and in Interdisciplinary Seminars. In 1972 and 1973 he was consultant to Dubai Drydock. Ltd. for layout of a new shipyard in the Arabian Gulf but since 1973 he has been with the Naval Sea Systems Command mostly involved in special projects. Dr. Frisch is also Adj. Professor for Virginia Polytechnic Institute & State University (VPI) where he teaches graduate courses in Advanced Engineering Economy and Management Concepts. Mr. Charles Toddis a graduate of Howard University School of Engineering Washington D.C where he has also pursued his graduate work. He has fifteen years' experience in New Construction Shipbuilding Acquisition Programs concentrating in the areas of Major Ship Class Project Engineering and Program Management. He completed his flight training in 1951 and first served in Composite Squadron 33 on board Atlantic and Pacific Fleet aircraft carriers until 1954. He then attended the U.S. Navy Postgraduate School in Aeronautical Engineering and was awarded his Masters degree in SM Aero-Weapons Systems by Massachusetts Institute of Technology in 1957 at which time he was ordered to Heavy Attack Squadron ONE embarked in Atlantic ‘Fleet aircraft carriers. He graduated from the Naval War College Command and Staff Course in 1961 and subsequently sensed on the Staff U.S. Naval Safety Center arid was Operations Officer. Executive Officer and Commanding Officer of Heavy Attack Squadron SIX and Reconnaissance Attack Squadron THREE. From 1968 until 1970 he was Executive Officer of the USS John F. Kennedy (CVA-67) when the ship was commissioned and first deployed followed by duty in the Office of the Chief of Naval Operations (OPNA V) where he served under the Director of Fleet Operations until 1971. Capt. Smith commanded the Fast Combat Support Ship USS Detroit (AOE-4) during her first deployment was Commanding Officer. USS Independence (CV-62): and later returned to OPNAV where he was the Deputy Director of the Aircraft Carrier Programs an assignment which he held until August 1976 when he assumed his present duties as Chief Navy Section MAAG. Greece. Capt. Richard E. Foster USN (Ret.):has been affiliated with Wheeler Industries. Inc. us Program Manager since 1968 when he retired from the U.S. Navy. He graduated from the U.S. Naval Academy with the Class of 1941 and later attended the U.S. Navy Postgraduate School in Engineering Design. He served at sea as Electrical Officer in the USS Pennsylvania and as Engineer Officer in the USS Indiana and the aircraft carrier USS Wright. His three tours of duty in the Bureau of Ships included the Interior Communication and Fire Control Branch the Machinery Design Division and as Administrative Assistant

作者: MARCUCILLI, T.J. HENDRICKSON, M.L. Mr. Theodore J. Marcucilli received his Bachelor's degree in Mechanical Engineering from New York University in 1954. He joined the then Bureau of Ships in the Internal Combustion Engines Branch later to be merged with the Gas Turbine Branch. He progressed through positions of increasing responsibility in the areas of RDT&E Acoustics Shock and Vibration and by June 1962 was in charge of the Machinery Division's efforts in support of Project SEAHAWK an advanced design ASW destroyer. In September 1963 he was designated as Project Manager for the Pressure Fired Boiler Program for seventeen DE's (1040 C1 DEG-1 C1 and AGDE-1). This assignment was the first known application of the Project Management concept in the Bureau of Ships. In June 1966 he was placed in charge of the Plans Policies and Procedures Branch in the Naval Ship Engineering Center and was responsible for the formulation and implementation of Acquisition Management policy and procedures. The following November he was appointed Branch Head for Propulsion Electrical and Auxiliaries Systems in the LHA Project (PMS 377) and has remained with the project from the pre-concept formulation phase through the current building period in the development and production phase. Mr. Marshall L. Hendrickson received his Bachelor's degree in Commerce from the University of Maryland and is presently enrolled in a Master's program in Government Procurement and Contract Administration at George Washington University. He has been involved in Navy Project Management Administration since January of 1963. Prior to that he had extensive Fleet experience as a Field Serivce Engineer for the Philco Corporation. Navy projects he has been associated with include the SPARROW and SIDE-WINDER Missiles the F-4 (Phantom) Series aircraft the Navy Maintenance and Material Management (3-M) System the LHA-1 Class Amphibious Assault Ship and the Ship and Air Systems Integration (SASI) Project. Prior to pursuing an advanced degree at Webb Institute of Naval Architecture he spent two years in destroyers and four years in submarines. Designated an Engineering Duty Officer (EDO) in 1966 he attended the Deep Sea Diving School and proceeded to Hunters Point Division of the San Francisco Naval Shipyard. Here he was responsible for the production efforts in the Deep Dive System MK 2 and the SEALAB III Program. While at Hunters Point he was also the 12th Naval District Salvage Officer and the Salvage Master during the raising of the nuclear submarine USS Guitarro which sank at Mare Island Naval Shipyard in May 1969. Following a tour on the Staff Commander Service Force U.S. Atlantic Fleet as the Fleet Salvage Officer he assumed command of the Experimental Diving Unit Washington D.C. in 1971 with additional duty at the Naval Ship Systems Command as the Supervisor of Diving. During this tour the Experimental Diving Unit conducted a world record 1600 foot wet hyperbaric dive. Relieved of this command on 1 October 1973 he presently remains as the Supervisor of Diving.

Upon completion of the latter he was ordered to The Center for Naval Analyses where he served as a cost analyst and shipbuilding/ship repair consultant. Additionally he was Project Officer for the Navy and the Environment Study. His present assignment is Director of Production Test and Integrated Logistic Support—LHA Project Naval Ship Systems Command. He is President of the CNA Sigma Xi Club and is active in the American Society of Naval Engineers. He has published articles in theASME Journal for PowertheJournal of the American Water Works Associationand theNaval Engineers Journal. Mr. Robert E. Borgstrom was graduated from the California State University at Northridge with a B.A. (1969) and an M.A. (1970) in Geography. He was Manager of Programming Services at the Laboratory for the Quantitative Analysis of Environmental and Spatial Systems and is presently with the Office of the Chief of Naval Operations assigned to the Center for Naval Analyses where his work has included studies of the Navy's program for environmental protection.

Captain Lamartin is a 1944 Naval Academy graduate. He earned degrees of B.S. (Electrical Engineering) and M.S. (Nuclear Engineering) from M.I.T. and attended the Advanced Management Program at Harvard. He is a member of ASNE.

USN Captain Owen was commissioned in the Navy in 1940 upon graduation from the University of Washington where he received a Bachelor of Science degree in Chemical Engineering. After four years of service afloat during World War II and a brief tour in the Bureau of Naval Personnel he participated in the Navy officers' postgraduate training program. In 1950 he received the degree of Doctor of Philosophy in Physical Chemistry at Cornell University. After a year's work at the University of Amsterdam he was designated as an Engineering Duty Officer. He then returned to the United States for duty in the Naval Sciences Division of the Office of Naval Research. He was then transferred to the Long Beach Naval Shipyard where he served successively as Assistant Repair Superintendent and Production Control Superintendent. At the conclusion of this tour he was assigned to the Bureau of Ships as Head of the Materials Development Branch. He is now Director Applied Science Division of the Bureau. Captain Owen holds the Silver Star Medal Bronze Star Medal the Navy Unit Commendation and other area service awards. He is a member of the American Chemical Society Tau Beta Pi and Sigma Xi. Mr. Alfers graduated from Kansas State University with a degree in Electrical Engineering. He worked for several years with the Rural Electrification Administration on operation and maintenance of Rural Electric distribution systems. For the past 18 years he has worked in research and development and standardization of plastic and dielectric materials for the Bureau of Ships. At the present time he is Acting Head of the Section for Polymers Fibers and Packaging of the Material Development Branch. Mr. Alfers recently received a Master's degree in Engineering Administration from George Washington University. He has received the Distinguished Civilian Service Award from the Secretary of the Navy and the Executive Award from the Reinforced Plastics Division of the Society of the Plastics Industry. 作者: DOLAN, JOHN W. REAR ADMIRAL THE AUTHOR graduated from the U. S. Naval Academy in June 1939 and was commissioned Ensign. He subsequently advanced in rank attaining that of Rear Admiral to date from January 1 1967. His first assignment was aboard the USS PENSACOLA the heavy cruiser operating in the Pacific when the U. S. entered World War II. Detached from the PENSACOLA in May 1942 he received postgraduate instruction in naval architecture and marine engineering at M. I. T. where he earned his M. S. degree in 1944. Designated for Engineering Duty Only in that year he was assigned in November to the Philadelphia Naval Shipyard to serve in connection with aircraft carrier construction and ship repair until November 1946. The next month he joined the Staff of Commander Service Force U.S. Pacific as Fleet Maintenance Officer and in August 1949 reported as Production Assistant to the Director of the Ship Technical Division Bureau of Ships Navy Department. He was Assistant Repair Superintendent at the Charleston (South Carolina) Naval Shipyard for a two-year period ending in July 1956 after which time he attended the Naval War College Newport Rhode Island. Completing the course in June 1957 he was assigned to Puget Sound (Washington) Naval Shipyard. In August 1960 he became Shipbuilding Assistant to the Assistant Chief of the Bureau of Ships for Design Shipbuilding and Fleet Maintenance Navy Department and in April 1963 was detached for duty as Commander San Francisco Naval Shipyard. In December 1965 he assumed command of the Long Beach Naval Shipyard and in October 1967 reported as Fleet Maintenance Officer/Assistant Chief of Staff for Maintenance and Logistic Plans Staff Commander in Chief U. S. Atlantic Fleet. He also held the additional duty as Maintenance Officer Staff Commander in Chief Atlantic and Commander in Chief Western Atlantic.
