作者: Scarfe, William C. In a recent e-mail exchange with a colleague my attention was drawn to an interesting Website (www. ***). Part of the site provides a list of idioms referred to as Langenberg's Laws that essentially pertain to business practices. At the time of writing there were 91 such “Laws” with the 100th already reserved. Many seem hauntingly familiar (eg “To err is human and some people are more human than others” - Langenberg's 80th Law). Reflecting on my appointment to Section Editor from a 2-year tenure as Associate Editor I was particularly struck with Langenberg's 5th Law: “If you want quality in the top 5% you have to filter through 20 and say no to the bottom 19.” So for this my first editorial I thought it appropriate to present prospective authors readers and referees my perspective on the role of specific constituents in the Peer Review Process. The rate of manuscript submissions to the OOOOE and the Radiology Section in particular over the past few years has increased dramatically. Commensurate with this greater demands have been placed on the peer review system and those who administer it – the Editorial Team. This comprises the editor-in-chief section editor associate editors editorial board and reviewers. Their activities are administratively facilitated by the supportive and knowledgeable Elsevier staff. With foresight Professor Allan G. Farman the previous Section Editor appointed Dr. Charles F. Hildebolt and myself as associate editors. Working together Charles and I have been able to assist in some administrative aspects of the Peer Review process for our Section. With my appointment I have retained Dr. Hildebolt and recruited Dr. Christos Angelopoulos at Columbia University College of Dental Medicine to assist me as associate editors. With an average rejection rate of approximately 70% many including those who have had submitted manuscripts rejected by our Section might view our role as simply applying Langenberg's 5th Law and envisage the Editorial Team as a “culling” mechan

Yu-Chuan Liu:is an Assistant Professor in the Department of Information Management at Tainan Women's University. Dr. Liu received his Ph.D. in Aeronautics and Astronautics from the National Cheng Kung University of Taiwan in 1993 and served as the R&D manager and vice-president in mechanical and optoelectronics industries. He is responsbile for the integration and test of the SM-X missile including the third stage rocket motor (TSRM) and the kinetic warhead (KW) assemblies. He received his bachelor of science in electrical engineering from the University of Pittsburgh in 1985 Prior to joining PMS 422 he was the project engineer for the shipboard targeting system used during the Terrier LEAP technology demonstration program. he was also tht project manager for the installation and integration of the new threat upgrade (NTU) and cooperative engagement capabilities (CEC) aboard USS Kidd (DDG 993) the first ship to receive CEC during its development test phase. Mr. Patel's other assignments as NTU development lead engineer uncluded providing development and technical direction for modifications to the NTU engagement system for Standard Missile II and III/IIIA compability. kathrin Kjos:is the program development team leader for Hughes Missile Systems Company. She worked on the initial flight demonstraction phase of the program integrating the kill vehicle and advanced solid axial stage into the SM2 Block III ER missile and served as co-chair of the System Safety Working Group. She has thirteen years of experience in system engineering. Previous experience includes missile systems engineering for the Advanced Air-to-Air Missile (AAAM) as well as for laser and radar surveillance systems. His experience in ship design includes dynamic analysis of ship's deck systems intact and damaged stability calculations trim and stability support during ship designs and structural design. For the last two years he has led a team of engineers in the dynamic analysis of the sideport ramp system employed on the Navy's new sealift ships. He graduated in 1979 with a B.S. degree in naval architecture and marine engineering from the University of Michigan. Keith Back is a senior engineer with Advanced Marine Enterprises in Arlington Virginia. He is currently the section chief for the Advanced Visualization Group. He has more than ten years experience developing and using CAD models in the ship design environment. For the past two years he has led the development of visualization techniques and models for use in simulations for current ship design programs. He graduated in 1985 with a B.S. degree in aerospace and ocean engineering from Virginia Polytechnic Institute and State University. USA Lt. Col. Joe McVeigh USA is currently deputy program manager (Army) for PMS 385 the Strategic Sealift Office at NavSea. As the senior U.S. Army officer on staff he is responsible for interfacing with the program's primary customer in addition to his assignment as T&E director. Lt. Col. McVeigh graduated with a B.Sc. from the United States Military Academy in 1978 after which he received his 2nd lieutenant's commission in the U.S. Army Transportation Corps. Mott is a Senior Scientist with the Microwave Components Department of the Satellite and Systems Technologies Division at COMSAT Laboratories performingKu-band monolithic microwave integrated circuit (MMIC) phased-array antenna research and development. Since joining COMSAT Laboratories in 1966 Mr. Mott has developed centimetre-wave satellite-borne communications circuitry and microwave integrated circuitry for both satellite and earth-station applications. Mr. Mott was the programme manager and microwave designer of both the ITALSAT F1 spacecraft in-orbit test transponder (IOTT1) which was launched into space on 15 January 1991 and the ITALSAT F2 IOTT2. He designed the IOTT MMICKu-band amplifier which is the first MMIC circuit ever launched on a non-military communications satellite. Mr. Mott was a key member of the team that developed the first-of-its-kind communications system monitor (CSM). This CSM monitors critical parameters of satellite payload earth-stations and the network of a fully variable demand assigned high-speed TDMA system. He also served as a member of COMSAT's in-orbit satellite testing team and participated in in-orbit tests of INTELSAT V satellites. Mr. Mott obtained a B.S.E.E. in Communications and an M.S.E.E. in Microwave Communications from George Washington University in 1967 and 1973 respectively. Mr. Mott has published a number of papers in the fields of MMIC amplifiers centimetre-wave frequency multipliers QPSK/TDMA guard space monitors satellite-borne in-orbit test transponder design and phased array MMIC circuit design. In 1982 he received the COMSAT Research Award for work in the field of satellite communications QPSK/TDMA system monitoring.
