It was with great excitement that we planned the combined meetings of Northeast Aquaculture Conference and Exposition (NACE) and the International Conference on Shellfish Restoration (ICSR) with the 33rd Milford Aquaculture Seminar (MAS). Bringing these different but complementary audiences together resulted in a meeting that combined many different aspects of fisheries restoration and aquaculture under one *** hundred attendees including government representatives, research scientists, industry, and academia at both the university and vocational high school levels attended this event. The meeting commenced on Wednesday December 12th 2012, with over eighty people attending seven field trips to area aquaculture farms and research facilities. The formal program began on Thursday, December 13th with a plenary session including invited speakers Eric Schwabb, Acting Assistant Secretary for Conservation and Management at NOAA; Sebastian Belle, Executive Director of the Maine Aquaculture Association and Boze Hancock from the Nature Conservancy, who discussed the role of aquaculture in fisheries restoration. John Bullard, the Northeast Regional Administrator of NOAA Fisheries Service, addressed the group during the luncheon the following day. The technical papers and workshops presented were divided into 35 sessions over three days of the meeting and included topics such as the history of aquaculture, aquaculture hatchery innovations, siting and planning issues, risk management, aquaculture business management, ocean acidification, climate change, as well as aquaculture disease issues and potential remedies. Having persons present who have experienced problems and successes, along with those in manufacturing and government responsible for addressing concerns and sharing best practices, was invaluable. Discussions among this cross-section of persons who represent different aspects of aquaculture were as important as the well-presented and interesting formal papers

This paper presents an empirical study of two student pairs collaborating on two small products design session in both face-to-face and distributed settings while using Computer-Mediated Communication (CMC) technologies and a Collaborative Virtual Environment (CVE). To gain insight about the way designers communicate and collaborate, the observation focused on how much time the students worked together and individually in the design process. The study shows that teams worked together more in the distributed setting than in the face-to-face setting. In the post-test questionnaires, participants reported that they found the distributed setting a more engaging environment to work with teammates. Findings of the study suggest plausible design criteria for a communication system for distributed collaboration that supports interaction and sharing design information. ©2009 IEEE.

In accrediting a program, the Accreditation Board for Engineering and technology (ABET) assesses the program using a list of nine Criteria. Opinions of external constituents of a program are important assessments required by ABET. The major constituents are alumni of a program and their employers. The Educational Benchmarking Inc. (EBI) is one business organization which has a set of questionnaires to collect opinions of external constituents. Theses questionnaires are enormous in size often repelling the respondents to volunteer their time. Besides, many questions in that survey are irrelevant to program objectives and are devoid of the very essence of the assessment requirements. As a result, it is better to design opinion survey questionnaires based on own assessment requirements. The psychology of the respondents is also one important factor to consider. In the process of development of questionnaires, sacrificing some less important questions turns out to be a good idea too. Any questionnaire more than one page in length is likely to be abandoned by the respondents. The first attempt to obtain responses from external constituencies using the EBI questionnaires ended up with not a single response from employers in 2004. To address this problem, emphasis was made to develop precise instruments (questionnaire) to obtain opinions from the external constituents. Various elements were considered in designing the instruments. One major focus was to make sure which minimum information is needed to fulfill the objectives of the program objectives. This strategy resulted in adequate responses which strengthened the self-study report for ABET visit of Fall 2004. This paper discusses the development of the survey instruments for gathering opinions of external constituents for program objective assessment required in closing the loop in the process of continuous improvement. © American Society for Engineering Education, 2009.

The Health Care Bill

作者： McIntyre, Louis F. On Christmas Eve the Senate approved health care legislation HR 3590 by a strict party-line vote of 60 to 39 just enough votes to prevent further debate or filibuster. The bill now heads for reconciliation with the House version with the President hopeful that he will have something to sign before the State of the Union message in January. The Editors were constrained in their comments on health care by their duty to remain true to their mission of promoting the dissemination of the scientific literature on orthopaedic arthroscopic surgery. As we have recently witnessed with the climate science literature scandal scientific journals and politics should not be mixed and I applaud the Editors for their restraint. As chair of the AANA Health Policy and Practice Committee and as our representative to the Coding Coverage and Reimbursement Committee I have an obligation to share my thoughts on this bill with our membership. What follows is my opinion regarding the bill and its content. Both the AAOS and AANA have joined a coalition of 13 other specialties in opposition to the bill through Physicians United for Patients (***). That our parent and specialty organizations have come out publicly against this bill speaks to its many deficiencies. They include: ? The creation of an Independent Payment Advisory Board that will have the power to determine coverage decisions. The Board will be made of unelected appointees that must submit coverage policy to the President and Congress. This will politicize treatment decisions best left to physician and patients. It may be hard fighting with insurance companies imagine having to go to Congress to affect treatment decisions! ? New Comparative Effectiveness Research Programs (CER) similar to the NICE (National Institute for Health and Clinical Excellence) board in the United Kingdom that rations care and leads to as many as 15 000 premature cancer deaths in that country per year according to the National Cancer Intelligence Network. ? WDM-PON is known as a promising technology for future access network. This paper investigates the performance of a novel 2.5Gbps WDM-PON Network architecture which employs new PON optical add/drop multiplexer (OADM), in order to support high coverage in unlimited scaling. Based on the architecture, higher installation and maintenance costs can be reduced, and the access network design can support symmetric transmission rate 10Gbps for distance up to 30 km is demonstrated.

Hearing aid compatible telephones: History and current status

Voice communication over the telephone between hearing aid wearers and their calling partners can be problematic for a number of reasons. One of the problems is feedback, which can be created when a telephone and hearing aid couple together acoustically to transmit sound from one to the other. Hearing aid compatible telephones provide an effective alternative to acoustic coupling. They use an internal means of inductively coupling with a hearing aid's telecoil. Hearing aid compatibility is currently required by law for all corded and cordless phones in the United States;however, this was not always the case. This article traces the history of inductive coupling between telephones and hearing aids and discusses the Hearing Aid Compatibility Act of 1988. This law, among other things, requires the use of technical standards to ensure telephone compatibility with hearing aids. Details of the technical standard are provided along with information regarding the American National Standards Institute standard for measuring hearing aid telecoil sensitivity for telephone applications. Recent advances in cellular and telephone technology also are discussed with regard to hearing aid compatibility requirements and what the future may hold for meeting these requirements.
