Macroprudential regulation of the banking system is a significant instrument for ensuring the financial stability of the state. Unsecured consumer lending is growing at a steadily high rate (in August-October 2022, the average monthly debt growth was 0.9%), and it remains a priority segment for banks because of its high margins. The share of unsecured consumer loans provided to borrowers with debt burden indicator (DBI) of more than 80% amounted to more than 32% in the third quarter of 2022 (28% in the second quarter of 2022). The share of consumer loans for a term of more than 5 years remains at a high level (15% in July-September 2022). The share of MFO loans issued to borrowers with a DBI of more than 80% was 41% in the second quarter of 2022 (38% in the first quarter of 2022). A further increase in the citizens' debt burden in the context of the economy restructuring may create additional macroeconomic risks. Problems of citizens with servicing loans and borrowings can lead to a reduction in demand in the economy, and losses of banks as a result of writing off "bad" loans can lead to a decrease in their ability to lend to the economy. To limit the risks associated with an increase in the citizens' debt burden, since the first quarter of 2023, the Bank of Russia has established direct quantitative restrictions on the issuance of certain types of credits (loans) and the application of increased buffers to risk coefficients if creditors exceed established limits. This article discusses the main approaches to implementation of the macroprudential policy of the Central Bank of the Russian Federation, its goals and instruments, and peculiarities of application in the current conditions. © 2024 The Authors.

With the rapid development of wireless communication technologies, supporting a massive number of user devices has become a significant challenge. Traditional multiple-input multiple-output (MIMO) technology requires sophisticated signal processing techniques to support a large number of terminal devices in a rich scattering environment. To address this problem, this paper proposes a full-wave simulation model of a meta-fluid antenna that enables multiple devices to access the channel simultaneously, with Rayleigh fading mimicked by artificial rich-scattering generators. This multiple access scheme is referred to as fluid antenna multiple access (FAMA). The FAMA technology enhances system multiplexing efficiency and network performance by allowing user devices to dynamically select optimal receiving positions, thereby maximizing the signal-to-interference ratio (SIR). The proposed method aims to simplify signal processing complexities for terminal devices and eliminate the need for channel state information (CSI) from base stations, thus achieving a larger number of connections and higher data rates by leveraging scattering with low system complexity. © 2024 IEEE.

Temporal sentence grounding (TSG) aims to localize the temporal segment which is semantically aligned with a natural language query in an untrimmed video. Most existing methods extract frame-grained features or object-grained features by 3D ConvNet or detection network under a conventional TSG framework, failing to capture the subtle differences between frames or to model the spatio-temporal behavior of core persons/objects. In this paper, we introduce a new perspective to address the TSG task by tracking pivotal objects and activities to learn more fine-grained spatio-temporal behaviors. Specifically, we propose a novel Temporal Sentence Tracking Network (TSTNet), which contains (A) a Cross-modal Targets Generator to generate multi-modal templates and search space, filtering objects and activities, and (B) a Temporal Sentence Tracker to track multi-modal targets for modeling the targets' behavior and to predict query-related segment. Extensive experiments and comparisons with state-of-the-arts are conducted on challenging benchmarks: Charades-STA and TACoS. And our TSTNet achieves the leading performance with a considerable real-time speed. © 2023 IEEE.

Missense mutations could affect the Liquid-Liquid Phase Separation (LLPS) propensity of proteins and lead to aberrant phase-separating behaviours, which are recently found to be associated with many diseases including Alzheimer’s and cancer. However, the regulatory role of mutations in LLPS remains unclear due to challenges in accurately characterizing the LLPS ability of mutants, including the high similarity in features, lack of labeled data, and vast amounts of data involved. To bridge this gap and facilitate the discovery of therapeutic strategies, we propose the first machine learning-based guider for protein phase-separating behaviour alteration, PScalpel. PScalpel leverages both structural information and an auxiliary tasks-based graph contrastive learning framework to distinguish the mutants’ LLPS ability, and incorporates a genetic algorithms-based recommendation method to identify mutants with desired LLPS properties. Comprehensive computational and biological experiments validate the effectiveness of PScalpel as a versatile tool for guiding alterations in protein phase separation behavior. © 2025, Association for the Advancement of Artificial Intelligence (***). By incorporating the latest external knowledge, large language models (LLMs) can modify their internal memory. However, in practical applications, LLMs may encounter outdated information, necessitating the filtering of such data and updating of knowledge beyond internal memory. This paper explores whether LLMs can selectively update their memories based on the time constraints between internal memory and external knowledge. We evaluate existing LLMs using three types of data that exhibit different time constraints. Our experimental results reveal the challenges most LLMs face with time-constrained knowledge and highlight the differences in how various LLMs handle such information. Additionally, to address the difficulties LLMs encounter in understanding time constraints, we propose a two-stage decoupling framework that separates the identification and computation of time constraint into a symbolic system. Experimental results demonstrate that the proposed framework yields an improvement of over 60% in ChatGPT's performance, and achieves a 12-24% enhancement in state-of-the-art LLM GPT-4. © 2024 Association for Computational Linguistics.

This paper aims to enhance the efficiency of teaching and learning by leveraging computer vision technology for automated analysis of student behavior in the classroom. We propose a feature-enhanced method for recognizing student behavior, which integrates an Upsampling module (UPS) and a convolutional block layer (CBL) module into the YOLOv5 model. This innovative approach significantly improves the detection and feature extraction capabilities for student targets, effectively addressing challenges associated with small-sized targets and lowresolution images. Through algorithm optimization, it achieves a balance in sample diversity, enhancing the model's adaptability and generalizability in complex classroom environments. Building upon these technological advancements, we have developed a Classroom Student Posture Perception System (CSP2S). This system integrates functions for data collection, student behavior detection, and result visualization. The CSP2S operates in realtime by capturing and analyzing students' behavioral dynamics while providing teachers with immediate feedback. Experimental results demonstrate that this system substantially reduces teachers' workload in student assessment, offering significant potential to improve teaching effectiveness. These robust technical advancements provide strong support for future applications in real educational environments. © 2023 IEEE.

The passive and frequency-flat reflection of IRS, as well as the high-dimensional IRS-reflected channels, have posed significant challenges for efficient IRS channel estimation, especially in wideband communication systems with significant multi-path channel delay spread. To address these challenges, we propose a novel neural network (NN)-empowered framework for IRS channel autocorrelation matrix estimation in wideband orthogonal frequency division multiplexing (OFDM) systems. This framework relies only on the easily accessible reference signal received power (RSRP) measurements at users in existing wideband communication systems, without requiring additional pilot transmission. Based on the estimates of channel autocorrelation matrix, the passive reflection of IRS is optimized to maximize the average user received signal-to-noise ratio (SNR) over all subcarriers in the OFDM system. Numerical results verify that the proposed algorithm significantly outperforms existing power-measurement-based IRS reflection designs in wideband channels. © 2025 IEEE.

The LeaderRank algorithm identifies influential nodes using the idea of the random walk and performs well in the identification of hub genes in biological networks. The rapid development of biological technologies promotes the evolution of networks to be highly complex and increasing largely in size. In this study, we introduce LRCu, for computing LeaderRank using CUDA, to identify hub genes. The results show that the parallel implementation is highly effective and achieves a speedup of more than 42 times for a 13,000-gene network, thereby enhancing large-scale network computation. © 2024 IEEE.

Benefited from the increased satellite observations with medium spatial resolution, land use/cover mapping at local to global scales has provided important supports for society and academy community. For specific purposes (e.g., disaster assessment, detecting surface abrupt change), it is needed to increase the observation frequency, through combining different satellite sensors (i.e. as virtual constellation). However, many factors challenge this combination in practice, in which the comparability issue in sensor settings should be considered among various payload platforms. In this study, from the perspective of practical application, a comparative analysis of land use/cover mapping was investigated, with focusing on three observations by the Gaofen-1 (GF-1) wide field of view (WFV), Sentinel-2A Multi-Spectral Instrument (MSI), and Landsat-8 Operational Land Imager (OLI) respectively. Four methods were implemented in classification experiments. Preliminary results showed that the Sentinal-2A MSI outperformed the GF-1 WFV and the Landsat-8 OLI in classification, no matter which classifier was considered. Meanwhile, the higher spatial resolution of the GF-1 WFV certainly compensated its lack of spectral channels compared against the Landsat-8 OLI. The choice of methods affected classification for a specific observation, while the more suitable classifier varied among sensors. This study underlines the compatibility issue in land use/cover mapping with different observations. © 2024 Copyright held by the owner/author(s).

The goal of Synthetic Speech Detection (SSD) is to detect spoofing speech synthesized by text-to-speech and voice conversion. Most existing SSD methods focus only on mining frequency-wise dependency by customizing frequency-aggregation modules in SSD models. However, the instance-wise dependency is usually under-explored, which is critical for identifying the synthetic speech from a global view. In this paper, we propose a novel model-agnostic training strategy for SSD that exploits both local (frequency-wise) and global (instance-wise) contexts, which do not rely on a customized architecture and can be flexibly integrated into previous SSD models. Specifically, we propose an inter-frequency correlation module to capture the local context by reconstructing the masked frequency information from the unmasked frequency context. Meanwhile, an inter-instance correlation module is performed to explore the global context among different instances by promoting intra-class compactness and inter-class dispersion in the latent space. These two complementary modules operate from distinct contextual perspectives, leading to improvements in SSD performance. Extensive experiments show that our method significantly improves the performance of two state-of-the-art models on the 2019 dataset and 2021 dataset of ASVspoof. © 2024 Z. Wang, L. Gao, J.
