Enhancing logistics performance measurement: an effectiveness-based hierarchical data envelopment analysis approach

The logistics performance index (LPI) is a comprehensive and comparable composite index developed by the World Bank to assess a country’s logistics and trade facilitation environment. However, the existing LPI relies on externally assigned weights. To enhance LPI scores, this study adopts an effectiveness-based hierarchical data envelopment analysis method that internally allocates objective weights based on the dataset. Such endogenous weight information can provide additional valuable insights for countries to prioritize and strategize efforts to enhance their performance in the future. The results of this study indicate that focusing on improving the policy category yields greater benefits than improving the service category in terms of ranking national logistics performance. Furthermore, this study finds that logistics performance is influenced by income levels and geographical area. Income levels impact the regulatory and trade facilitation environment, with varying income levels leading to different priority policy areas. Geographical location also plays a crucial role in regional economic integration and trade facilitation. A favorable geographical location reduces costs and time while enhancing supply chain predictability and reliability. It is hoped that this study serves as a valuable resource for countries in identifying optimization strategies to improve their logistics performance. © 2024 Canadian Operational Research Society (CORS).

As the end-users increasingly can provide flexibility to the power system, it is important to consider how this flexibility can be activated as a resource for the grid. Electricity network tariffs is one option that can be used to activate this flexibility. Therefore, by designing efficient grid tariffs, it might be possible to reduce the total costs in the power system by incentivizing a change in consumption patterns. This paper provides a methodology for optimal grid tariff design under decentralized decision-making and uncertainty in demand, power prices, and renewable generation. A bilevel model is formulated to adequately describe the interaction between the end-users and a distribution system operator. In addition, a centralized decision-making model is provided for benchmarking purposes. The bilevel model is reformulated as a mixed-integer linear problem solvable by branch-and-cut techniques. Results based on both deterministic and stochastic settings are presented and discussed. The findings suggest how electricity grid tariffs should be designed to provide an efficient price signal for reducing aggregate network peaks.

Measuring the network capacity utilization, energy consumption and environmental inefficiency of global airlines

While several studies have utilized carbon emissions to analyze airline performance, to the best of our knowledge, there have been limited studies simultaneously examining airline capacity utilization, energy consumption, and carbon emissions. The sample of this study comprises 33 global airlines in 2018. Our proposed model extends the two-stage network data envelopment analysis (DEA) model by adding a capacity utilization metric in a nonconvex metafrontier framework. The results show that there is no difference in performance between alliance and nonalliance airline groups in terms of environmental and network capacity efficiencies. Two-thirds of the selected airlines operate inefficiently in terms of environmental efficiency, while 15 selected airlines experience inefficiencies in network capacity utilization. To reach the technology frontier, these airlines are required to scale their variable inputs to enhance their capacity outputs and mitigate carbon emissions. The results can serve as a guide for industry players and regulators to detect inefficiencies in the overall potential maximum capacity and production technology constraints that affect energy consumption and carbon emissions. © 2024 Elsevier B.V.

Over the past decade, issues related to environmental controls in the airline industry have arisen, attracting increased attention from policy and decision makers. Several global initiatives, including the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and the European Union Emissions Trading System (EU-ETS), have been proposed to reduce carbon dioxide (CO₂) emissions. As passenger numbers grow, airlines could become one of the largest contributors to global warming. In practice, airline operations involve a series of network processes, and these processes can be grouped into two subprocesses: a) production and b) airline services. Based on our literature review, only a few studies have examined the efficiency of airlines using network data envelopment analysis (NDEA) instead of the conventional data envelopment analysis (DEA) framework (also known as the black-box approach). In addition, the traditional treatment of undesirable outputs (e.g., CO₂ emissions) in the DEA approach involves the use of a single abatement factor to reduce both undesirable and beneficial outputs. Performance assessment using this weakly disposable Shephard technique may overestimate the technical efficiency of the evaluated units. The main objective of this study is to investigate the performance of the two subprocesses of global airlines by incorporating CO₂ emissions using multiple abatement factors based on the Kuosmanen technology. To capture different airline groupings, we use a network DEA model to estimate the technical efficiency of global airlines in alliance and non-alliance groups. A sample of 29 global airlines in 2018 is used in the study. The results reveal that the main source of overall technical inefficiency of most airlines is scale inefficiency in both production and airline services. © 2022 Elsevier Ltd

Integrated Vsl/Rm Control for Roadways with Multiple Bottlenecks to Reduce Emissions and Fuel Use

Variable speed limit (VSL) control has been used to smooth traffic flow, improve traffic safety and reduce traffic congestion. The majority of VSL control algorithms proposed in the literature, however, target roadways with a single bottleneck. Such VSL controls may fail to produce the intended improvements when applied to roadways with multiple bottlenecks. In this paper, we develop a global feedback VSL control scheme that 1) integrates VSL with ramp metering (RM) control, 2) coordinates VSL controls across multiple bottlenecks, and 3) brings traffic emissions to the near-minimal state for the studied roadway. This near-minimal state was obtained by analyzing the emission profiles under different operating conditions using the microscopic simulation tool SUMO. The new VSL control scheme is compared with several feedforward and feedback VSL control schemes using SUMO simulation and was found to reduce emissions and fuel consumption substantially over the other VSL schemes with no degradation in travel time. © 2022, The Authors. This study aimed to explore the possibility of measuring district health center (DHC) performance using effectiveness-based hierarchical data envelopment analysis (H-DEA). To reflect the overall performance in DHCs, four different scopes of services, namely, disease prevention and control, family health development, health infrastructure and clinical, and governance, were provided by DHCs. The findings show that H-DEA analysis is a possible approach to measure the efficiency of DHCs in Malaysia compared to conventional key performance indicator assessment. This finding hopes to provide guidance to policy makers on DHC service ranking in controlling and distributing the budget pertaining to public health activities at the national level. © 2023 Elsevier Ltd

As Battery Electric Vehicles (BEVs) gain popularity, managing their charging becomes crucial for grid stability. Smart charging programs can help utilities manage this demand and integrate more renewable energy by controlling when and how BEVs are charged. However, these programs require participation from BEV owners, who may be hesitant to freely provide such control. This study uses a discrete choice experiment (also called conjoint analysis) to measure BEV owners' willingness to participate in smart charging programs under various incentives and features. We examine two types of smart charging: Supplier-Managed Charging (SMC), which controls charging times, and Vehicle-to-Grid (V2G), allowing BEVs to return power to the grid. In an online survey conducted via Facebook and Instagram ads, we collected 858 valid responses, with 815 responses for SMC program choices and 414 for V2G program choices. We used mixed logit (MXL) models to quantify respondents' willingness to participate. The findings indicate a general reluctance to participate in both programs without some form of incentive, with respondents being most sensitive to recurring monetary incentives. For SMC, there is also concern about ensuring sufficient battery levels in the mornings. Simulations were conducted to predict enrollment rates based on different program features. Additional data will be collected to refine the models in the coming months.

Despite the volumes of research that climate scientists produce examining the causes, effects, and history of global climate change, there continues to be an acceptance gap between these scientists and the public and government officials. While climate scientists share a consensus that climate change is occurring and is primarily caused by human activity, many citizens and public officials remain skeptical about climate change. One cause of this gap could be the nature of scientists' communications of their work to the media, the public, and decision makers within the government. We conducted a survey of climate scientists to find out how they view this gap, its causes, and potential solutions. We focus our analysis on the scientists' assessments of three intervening factors - knowledge, media relations, and trust.
