The Deepwater Project - A sea of change for the USCoast Guard

作者: Anderson, M Burton, D Palmquist, MS Watson, JM Lieutenant Commander Michael Anderson:serves as the Communications Director for the Coast Guard's Deepwater Project. He has an extensive background in electronic systems with previous work experience including–lead electronics design engineer for the Coast Guard's new HEALY icebreaker supervisor of west coast shipboard electronics projects and Commanding Officer of a regional electronics support command. LCdr. Anderson holds a BS degree in electrical engineering from the Coast Guard Academy MS degrees in electrical engineering and engineering management from Northeastern University and recently received an MS in the management of technology from MIT. Diane Burton:is Surface Technical Director for the U.S. Coast Guard Deepwater Project. Previously she worked as a senior Naval architect in the Hull Form and Hydrodynamics Division of the Naval Sea Systems Command. She has worked for several years on the hydrodynamics of a variety of ship classes with the U.S. Navy U.S. Coast Guard and NOAA. She was responsible for surface ship developments and small combatant stability updates which include the following tasks: Hull Form Design System (HFDS) upgrades Integrated Computation Design Environment Database development for NAVSEA's Hydrodynamics/Hydroacoustics Technology Center Cooperative Research Navies international program for the development for dynamic stability criteria and FFG/DDG class stability. She has a BSE and MSE from the University of Michigan in naval architecture and marine engineering and is presently pursuing a masters of engineering management from George Washington University specializing in systems engineering technology insertion and project management. 作者: PRITZLAFF, J.A. LANIEWSKI, J.P. John A. Pritzlaff attended Northwestern University under the regular NROTC program. After graduation in 1951 he served on board the USS CHARLES J. BADGER (DD657). He obtained his master's degree in Mechanical Engineering at Northwestern in 1955. Since that time he has been working at the General Electric Advanced Technology Laboratories in Schenectady New York. He has been active in the fields of hydraulics pneumatics optics mechanics and underwater component and system design. He developed an optical-mechanical portion of the Polaris fire control system. His underwater activities have included sonobuoy evaluations testing of space vehicle recovery equipment and direction of the buoy development work discussed in this paper. He has written several technical papers published by the Society of Automotive Engineers Design News Machine Design and the American Society of Naval Engineers. He is a member of the American Society of Mechanical Engineers the American Society of Naval Engineers and the Marine Technology Society. He is a Lieutenant in the Naval Reserve and is a licensed Professional Engineer in the States of Illinois and New York.

作者: LUKE, SR JACOBS, DA REED, BM Stephen R. Luke:is a registered professional engineer in the Commonwealth of Virginia. He received his B.S. in mechanical engineering from Virginia Polytechnic Institute in 1983 and is presently pursuing a master's degree in engineering management at Old Dominion University. Mr. Luke is experienced as a test engineer at the Norfolk Naval Shipyard (1978–1989) and as a reliability/quality engineer at the Naval Undersea Warfare Center Detachment Norfolk (1989-Present). Currently he is the group leader of the RMA/QA group for the AN/SQQ-89(V) Antisubmarine Warfare System at Naval Undersea Warfare Center Detachment Norfolk. Mr. Luke is a member of ASNE IEEE (Reliability Society) and ASQC and is an ASQC certified quality engineer and reliability engineer. Derya Alasya Jacobs:is an assistant professor in the Engineering Management Department at Old Dominion University (ODU). She has a B.S. in computer science and an M.S. and Ph.D in engineering management from the University of Missouri-Rolla. Prior to joining ODU Dr. Jacobs worked as a research engineer at the Center for Technology Transfer and Economic Development at the University of Missouri-Rolla. During the same period she served as a consultant in software development for Missouri Enterprise Rolla Missouri. Dr. Jacobs' research interests are in the areas of applied artificial intelligence decision support systems operations research and computer integrated manufacturing. Billie M. Reed:is an assistant professor in the Engineering Management Department at Old Dominion University. He received a B.S. degree in mechanical engineering from Auburn University in 1971. After completing undergraduate studies Dr. Reed was commissioned as an officer in the U.S. Navy where he served in the nuclear submarine force until 1982. 作者: KING, JF BARTON, DE J. Fred King:is the manager of the Advanced Technology Department for Unisys in Reston Virginia. He earned his Ph.D. in mathematics from the University of Houston in 1977. He has been principal investigator of research projects in knowledge engineering pattern recognition and heuristic problem-solving. Efforts include the development of a multi-temporal multispectral classifier for identifying graincrops using LANDSAT satellite imagery data for NASA. Also as a member of the research team for a NCI study with Baylor College of Medicine and NASA he helped develop techniques for detection of carcinoma using multispectral microphotometer scans of lung tissue. He established and became technical director of the AI Laboratory for Ford Aerospace where he developed expert scheduling modeling and knowledge acquisition systems for NASA. Since joining Unisys in 1985 he has led the development of object-oriented programming environments blackboard architectures data fusion techniques using neural networks and intelligent data base systems. Douglas E. Barton:is manager of Logistics Information Systems for Unisys in Reston Virginia. He earned his B.A. degree in computer science from the College of William and Mary in 1978 and did postgraduate work in London as a Drapers Company scholar. Since joining Unisys in 1981 his work has concentrated on program management and software engineering of large scale data base management systems and design and implementation of knowledge-based systems in planning and logistics. As chairman of the Logistics Data Subcommittee of the National Security Industrial Association (NSIA) he led an industry initiative which examined concepts in knowledge-based systems in military logistics. His responsibilities also include evaluation development and tailoring of software engineering standards and procedures for data base and knowledge-based systems. Engineering System Safety Operations Analysis and the operational and maintenance training of LHA I and DD 963 Class Navy crews. Mr. Reines received his BS degree from Columbia University in 1951 after his service in the U.S. Navy as an Aviation Machinist Mate/Combat Air Crewman. During his 27–year career since then he has worked in the automotive and aerospace industries and as a Consultant to industry and the military. Mr. John P. McCormickis a Principal Engineer and Group Manager in ARINC Research Corporation's Ships and Ordnance Division. He has been with ARINC Research since 1963 when he joined the Company to participate in reliability studies of NASA's SATURN Launch Vehicle. He was Project Leader of a comprehensive study of the Air Force Jet Engine Maintenance Management Program has conducted a number of studies involving the use of Army Maintenance Data and has considerable experience in the use and analysis of Navy Maintenance Data. Currently he is managing a number of projects involving the analysis of Navy Destroyer and Submarine Maintenance Information. Mr. McCormick received his BS degree in Physics from St. Bonaventure University in 1959. after which he was employed by the U.S. Naval Propellant Plant as an Internal Ballistics Specialist.

Swenson USNR (Ret.):is a project manager for special projects in the Surface Ship Systems Division Hughes Aircraft Company Fullerton Calif where he has been employed since his retirement from the U.S. Navy in 1975. Originally trained as an electronics technician during WWII in the Captain Eddy program he later received a BS degree in electrical engineering from the University of Rochester Rochester N. Y. in 1950. Subsequent engineering education was received at the University of Pittsburgh Pittsburgh Penn. and the Naval Postgraduate School Monterey Calif. After commissioning he was ordered to duty as the electronics division officer on the USSMissouri(BB-63) and electronics ships superintendent at Hunters Point Naval Shipyard San Francisco Calif. When the design of the Naval Tactical Data System began in the mid-1950s Lt. (j.g.) Swenson was ordered to the Bureau of Ships Navy Department Washington D.C. as the junior engineering duty only officer assigned to the project. From 1962 to 1965 LCdr. Swenson was assigned as the BuShips technical representative on the program at Remington Rand Univac St. Paul Minn. For the next ten years he returned to BuShips/NavSea/NAVSEC as the NTDS project officer. During this time the project expanded considerably foreign military sales were heavily involved and interoperability with other services and countries were established. His final effort on active duty was to instigate the redesign of the previousSpruanceclass destroyers into the newerAdmiral Kiddclass improvement program. Mr. Underwood's assignments as an Engineering Duty Officer included waterfront and planning departments at Mare Island and Puget Sound Naval Shipyards design manager for the Seawolf submarine program at NAVSEA and in the repair department of USS Canopus (AS 34).
