Kehoe Jr. is well known for his work in conducting comparative naval architecture studies of U.S. and foreign warship design practices for which he received the ASNE Gold Medal for 1981 and the Legion of Merit. He is currently a partner in Spectrum Associates Incorporated Arlington Virginia where he is engaged in the feasibility and concept design of naval ships and in continuing his comparative engineering analyses of U.S. and foreign warships. Prior to his retirement from the U.S. Navy as a Captain in 1982 his naval career involved sea duty aboard three destroyers and three aircraft carriers including command of the USS John R. Pierce (DD-753) and engineer officer of the USS Wasp (CVS-18). Ashore he had duty at the Naval Sea Systems Command where he directed the Comparative Naval Architecture Program as an instructor in project management in the Polaris missile project and as a nuclear weapons officer. He holds a B.S. in mathematics from Stonehill College Massachusetts (1952) and an MA in education from San Diego State College (1959). A frequent contributor to the Naval Engineers Journal U.S. Naval Institute Proceedings and the International Defense Review he has published a number of articles on U.S. Soviet and other foreign warship design practices and the effects of design practices on ship size and cost. Kenneth S. Brower is a partner in Spectrum Associates Incorporated Arlington Virginia which he founded in June 1978. He graduated from the University of Michigan in 1965 with a Bachelor's Degree in Naval Architecture. Mr. Brower has contributed to the design and construction of numerous merchant ships and warships the latter of which include the CG-47 project Arapaho the FDL and DX projects the new NATO Frigates Replacement for the ‘90's DDGX and FFX projects as well as several frigate developed for Foreign Military Sales. Childers USN (Ret.):graduated from the U.S. Naval Academy in 1939. and later completed his graduate studies at California Institute of Technology from which he received his MS and AE degrees. He was a fighter pilot in the aircraft carriers USS Ranger and USS Essex during World War II and an instructor at the Guided Missile School. Ft. Bliss Texas from 1947 until 1949 at which time he came to Washington. D.C. as an Assistant Division Director Ships Installation Division Bureau of Aeronautics. In addition his active duty career included assignments as Naval Air Systems Command Representative Atlantic Assistant Commander for Material Acquisition Naval Air Systems Command and Deputy Project Manager for the FlllB/Phoenix Program. Bureau of Naval Weapons. During the first five years of the Polaris Program he was responsible for all testing at the Atlantic Missile Range. He also served as Commander of the Naval Missile Center where he directed the test and evaluation of Airborne Weapon Systems and had been on an earlier assignment the Missile Test Officer. His military decorations include the Silver Star the Legion of Merit two Air Medals the Navy Commendation Medal and a Presidential Unit Citation. Currently he is employed as the Manager of the Analysis and Evaluation Department at CERBERONICS. Inc. Falls Church. Va. Mr. Frederick M. Gloeckler: currently a Consultant to CERBERONICS Inc. graduated from New York University from which he received his BS degree. He began his career with the Department of the Navy in 1938. and culminated it with his retirement in 1972 at which time he was engaged in VSTOL aircraft analysis and was the Director Advanced Systems Division Naval Air Systems Command (and its predecessor organizations). During this period he made major contributions to the Fleet Ballistic Missile Program the F-14 A-7 and S-3 Aircraft Programs and the Phoenix Condor and Harpoon Missile Programs. Dr. Jeng is the author/co-author of over 120 book chapters journal papers and conference papers. Dr. Jeng received the Franklin V. Taylor Outstanding Paper Award from the IEEE Systems Man and Cybernetics Society in 1993. He was granted the Research Award by the National Science Council of Taiwan annually from 1994 to 2000. He is an Associate Editor for IEEE Transactions on Systems Man and Cybernetics-Part A IEEE Transactions on Robotics and Automation IEEE Transactions on Robotics and serves on the Editorial Board of International Journal of Computer Integrated Manufacturing. His undergraduate degrees were in Marine and Mechanical Engineering and his Masters Degree Specialization was in Heat-Mass-Momentum Transfer within the Mechanical Engineering Department He has taught Gas Dynamics Thermodynamics and Direct Energy Conversion at Texas A&M and the University of Maryland and has sailed as a licensed Marine Engineer for two and a half years with the American Export Lines currently holding active First Assistant Steam Unlimited and Third Assistant Diesel Unlimited licenses. From 1954 to 1957 he was on active duty in the U.S. Navy serving in the USS Montrose (APA-212) as both Main Propulsion Assistant and Chief Engineer. While employed at Hiller Aircraft Company he was in the Advanced Research Group and worked on the Detached Coanda Effect for VTOL and ground effect machines as well as designing high-speed bearings and high-speed shaft test stands for the SC-142A an experimental tilt wing aircraft program. In 1963 he went to Philco-Ford to design a Brayton Cycle Power System for a solar probe spacecraft and also worked on the Thermal and Power System Design of the IDCSP (DOD's Communication Satellite). At NASA's Goddard Space Center for six years his responsibilities included design fabrication integration test launch and flight operation of solar arrays on two spacecraft and also as Power Systems Engineer for the Orbiting Astronomical Observatory the largest unmanned spacecraft flown. In 1971 he joined NAVSEC where he is currently the Program Engineer on the FT9 Gas Turbine Development Program and Coordinator of the Navy's Materials Programs for advanced gas turbines. He served as senior advisor for innovation in the White House where he spearheaded government innovation initiatives that infused lean startup and agile methods as well as design thinking into the public sector. In this role Farmer co‐founded and directed the Presidential Innovation Fellows program. Earlier in his career he worked in healthcare and finance creating and building new business units from the ground up. Farmer also played professional baseball as a shortstop in the Los Angeles Dodgers and Atlanta Braves minor league systems. He holds an MBA with honors from the Graduate School of Business at Columbia University and an AB with honors from Harvard University. Currently an entrepreneur in residence at venture capital firm Kleiner Perkins Caufield Byers. Formerly he was the deputy chief technology officer for the United States at the White House. Panchadsaram helped shape how an $80 billion budget can be used by federal agencies to deliver on their missions in a more effective design‐centric and data‐driven way. In 2014 Time magazine featured him on its cover as part of the crisis response team tasked with rescuing the rollout of Healthcare.gov. 作者: Dr. Roy L. Streit Since 1992 Dr. Streit has focused a significant amount of his energy to assignment problems in acoustic warfare data fusion systems. This work led him to the formulation of the PDD Principle a broadly useful theoretical method that enables the derivation of new classes of discrete-continuous estimation algorithms for solving assignment problems without requiring enumeration and pruning. In recognition of his outstanding work in this area Dr. Streit received the NAVSEA Scientist of the Year Award for 1997. Dr. Streit has also been pursuing avenues for analyzing the loss in broadband detection performance of an acoustic array in the presence of interferences. Because examining all possible separations between the signal and many interferers is infeasible he has proposed a Poisson process model for the number and location (s) of the interferers. In this same time period Dr. Streit has also been investigating issues in environmental modeling and localization by proposing a novel integral method for solving the bearings-only target motion analysis problem which enables a natural heuristic for compensating for mismatch between the model predictions and the real world. Most recently Dr. Streit has proposed the Numerical ACoustic Hull ARray (NACHAR) Project as a revolutionary and ambitious approach to hull array design. Its premise is that optimizing the detection capability of large hull arrays requires the full integration of hull sensor array and beamformer design processes. Because NACHAR crosses an unusual number of technical disciplines it involves researchers from several departments.
