A member of the University of Idaho College of Engineering faculty. She graduated from the University of California at Davis. Frincke is the co-director and co-founder of the university's Center for Secure and Dependable Software (CSDS). She was the program chair for the 2nd International Workshop on Recent Advances in Intrusion Detection (RAID). A professor of Computer Science at the College of Integrated Science and Technology at James Madison University in Harrisonburg Virginia. He holds a Ph.D. in computer science from the University of Texas at Austin and a BA in philosophy from the University of Houston. Reynolds is the Director of Information System Security Education at James Madison University. Since 1997 Reynolds has led the development of the first remote Internet-based curriculum that leads to an M.S. degree in computer science with a concentration in information security. Thus far 160 students have completed this program. A professor of computer information systems at Idaho State University and the manager of its Simplot Decision Support Center.

Application of the inoperability input-output model (IIM) for systemic risk assessment and management of interdependent infrastructures

Our modern era is characterized by a large-scale web of interconnected and interdependent economic and infrastructure systems, coupled with threats of terrorism. This paper demonstrates the value of introducing interdependency analysis into various phases of risk assessment and management through application of the Inoperability Input-Output Model (IIM). The IIM estimates the cascading inoperability and economic losses that result from interdependences within large-scale economic and infrastructure systems. Based on real data and the Nobel Prize-winning W. Leontief economic model, the IIM is a computationally efficient. inexpensive, holistic method for estimating economic impacts. Three illustrative case studies are presented. The first and second illustrate how the supply- and demand-side IIM is used to calculate higher-order effects from attacks to vulnerabilities and implementation of risk management policies in large-scale economic systems. The final case study illustrates a more general use for interdependency analysis: to evaluate risk management options against multiple objectives. This study calculates a Pareto-optimal or efficient frontier of solutions by integrating a simplified model of the costs of recovery to the Power sector derived from open-source data with the IIM. Through these case studies, which use a database from the Bureau of Economic Analysis, we illustrate the value of interdependency analysis in the risk assessment and management process as an integral part of systems engineering. ©2005 Wiley Periodicals, Inc.

This project simulates and analyzes the inspection process of cargo containers as they enter the United States Seaports. The purpose for this project is to create a more efficient inspection process allowing more containers to be inspected without too significant of a cost. The inspection process that was simulated has four major parts. The different stages in the process include: targeting containers, passive inspection, active inspection, and a manual inspection. The different stages included times, costs, and probabilities. These were used as input data for the model. Different scenarios of the simulation model were then created to find a more efficient system in which a greater number of containers could be inspected.

The discovery of the association between terms and a specified topic is a difficult task. A new data mining technique, topic-oriented mining and reasoning, is presented for this task. The technique consists of two threads: pattern mining and pattern reasoning. Pattern mining means the automatic discovery of interesting user topic models. A novel topic structure is presented for this thread. Pattern reasoning means the utilization and maintenance of the interesting user topic models to determine if an input data is relevant to the specified topic. The innovation for this thread is the use of Meta-knowledge for the discovered knowledge. In this way the system can trace errors to update inadequate subtopics in the user topic model. The experimental results show that all objectives we expect for the topic-oriented model are achievable. © 2005 IEEE.

Multiagent System engineering Methodology (MaSE) is a general purpose agent-based software engineering method for developing heterogeneous multiagent systems. The goal of MaSE is to guide a system developer from an initial system specification to a multiagent implementation. This paper discussed on gaps and weaknesses discovered in the MaSE analysis methodology. For removing the reported weaknesses, this paper introduces "domain modeling" to capture the overall view of the domain problem to be solved and to later systematically identify agents to be used in the system. MaSE is integrated with Pattern Oriented Analysis and Design (POAD) methodology to provide a systematic development process using patterns. "Agent Identification step" is also proposed by this paper to guide the agent identification process in the analysis phase. This paper will show that the integration of the POAD methodology to the MaSE methodology in the analysis phase could leverage the reuse level of the agent-based system.

This research documents the patient load trends on the Richmond metropolitan hospitals. The work is based on applying systems and information engineering analyses to data that hospitals routinely collect and store for billing their patients. The research is motivated by two recent events in the Richmond VA metropolitan area. On January 9, 2001 and on January 8, 2003, all of the metropolitan hospitals reached their maximum patient capacity in rapid succession. During these events, patients inbound via ambulance or rescue squad to a hospital that was full were diverted to a hospital with remaining capacity. Patient data for 2000, 2001, 2002, and 2003 for metropolitan Richmond hospitals are analyzed to characterize the patient load on these hospitals. This type of data analysis has not been reported previously in the literature.

The advent of network coding promises to change many aspects of networking. Network coding moves away from the classical approach of networking, which treats networks as akin to physical transportation systems. We overview some of the main features of network coding that are most relevant to wireless networks. In particular, we discuss the fact that random distributed network coding is asymptotically optimal for wireless networks with and without packet erasures. These results are extremely general and allow packet loss correlation, such as may occur in fading wireless channels. The coded network lends itself, for multicast connections, to a cost optimization which not only outperforms traditional routing tree-based approaches, but also lends itself to a distributed implementation and to a dynamic implementation when changing conditions, such as mobility, arise. We illustrate the performance of such optimization methods for energy efficiency in wireless networks and propose some new directions for research in the area.

High power AlGaAs/GaAs laser diode array (LDA) cm-bars emitting at around 808 nm have been designed and fabricated for applications in diode bumped solid-state laser technology. Both thermoelectric and water coolers were used for thermal management and compared for their heat dissipation efficiency. At a quasi-continuous working condition of 20% duty cycle and 1 kHz, the peak operating power of the LDA is about 61.8 W with an electro-optical conversion efficiency about 38%. The laser operation temperatures determined from redshifts of the laser-emitting spectrum are compatible with direct measurement from thermocouples. Finally, both static and transient thermal analyses were applied to the LDAs using finite element modeling (FEM) and the results match well with the spectral analysis and thermocouple measurement.

Scalability concerns of QoS implementations have stipulated service architectures where QoS is not provisioned separately to each flow, but instead to aggregates of flows. This paper determines stochastic bounds for the service experienced by a single flow when resources are managed for aggregates of flows and when the scheduling algorithms used in the network are not known. Using a recently developed statistical network calculus, per-flow bounds can be calculated for backlog, delay, and the burstiness of output traffic. © 2003 IEEE.
