This article presents a model for performance measurement in supply chains. The methodology had two-steps: a qualitative part to identify constructs and indicators and a quantitative one to measure them. The model has two dimensions: SCOR model process: source, make, deliver, and return;and priorities: cost, quality, delivery, flexibility. A 4 x 4 matrix resulted, weighted by AHP. In the cells, indicators, with ranges and five categories [very good, good, neutral, bad, very bad] were allocated to appraise the priority in the process. The ranges were set in the planning process of SCOR. An application was done in the hard core of a supply chain of the footwear industry, including 72 indicators in four suppliers;the focal company;three distribution channels;and a return channel. The SC overall performance reached near 80% of the maximum possible value. Worst performance was flexibility in deliver and delivery in make.

The program Support Plan Restructuring and Expansion of Brazilian Federal Universities (REUNI) allowed the expansion of course offerings and the number of university students in Brazil. In this sense, the participation of the Federal University of Santa Catarina allowed the creation and installation of new campuses Araranguá, Curitibanos and Joinville in 2009. The engineering Center for Mobility (CEM), installed on campus in the city of Joinville, had based their design limitations related to infrastructure in Brazil. Mobility engineering is a field of knowledge that deals with the development of technical systems and vehicular transportation infrastructure whose function is to transport people, products and information. This is a qualitative study, with analysis of documents and searches the sites, papers. In Political Pedagogical Project are offered three cycles of knowledge, the first two years of basic training and disciplines of engineering, the second course of a year, with disciplines that enable specific skills, and the third two-year cycle and how engineers in seven specialties (Naval and Oceanic engineering, Aeronautics and Space, Automotive, Railway, Mechatronics;Traffic and logistics, and transportation infrastructure). The objective of this paper is to analyze the innovative aspects of the political pedagogical project of CEM/UFSC, one of the organization in cycles with the training of engineers at the end of the fifth year of study, and also allows an exit for intermediate students who do not most want to complete engineering, at the end of the second cycle. In this case they can apply for graduation Bachelor of Interdisciplinary Mobility emphasis on training: vehicular or transport. Thus formed technicians and engineers, these professionals in underserved areas and with strong impact on the country's development.

The University is considered as playing a relevant role in the local context, as well as collaborating for the regional development due to its plural character. The Federal Universities are formal institutions that follow specific rules and regulations and are present in all Brazilian states aiming at educating professionals to meet the country's needs. Although being country-wide organizations, their action is local. A Federal University may be considered as a driver for local and regional development. Additionally, the institution has innovative principles and follows them, as is the case of UFSC (Santa Catarina Federal University) campus in Joinville-SC/BR. The aim of this paper is to analyze the creation of the Inovaparq in the light of the Triple Helix (TH) since the implementation of the Mobility engineering Center at UFSC. To this end, we adopted a qualitative approach as a method, with bibliographical and documental research, being configured as a case study. As a result of this action, there are the establishment of an Technological Innovation Park in Joinville and Region (Inovaparq), two public notices and some companies that had already working at Inovaparq platforms. The success of the incubated companies in Inovaparq is also an important outcome of this venture.

Overall Equipment Effectiveness (OEE) is an indicator frequently used for measuring efficiency of critical equipment. Typically presents a negative asymmetrical distribution, limited to the interval [0;1]. Due to this characteristic, it is uncommon using statistical control procedures for monitoring OEE. This study aims to contribute to this discussion by presenting an approach for monitoring OEE through statistical control procedures. The OEE/TEEP control chart is presented with sensitization procedures, allowing the user to adapt the results of the monitoring process to the needs of the monitored resource constraint. Performance results are presented based on an extensive Monte Carlo simulation study, with 4551 sets of 20 thousand observations each. One application example is also presented, for illustrating the potential of the proposed control charts.
