E-government portals are changing the way citizens are dealing with their governments. The e-government services can be executed by citizens without any location or time constraints, which results in great benefits for them. Therefore, agencies should follow worldwide e-government portals' best practices that would contribute in the portals' quality. E-government maturity models can be used for this purpose. The purpose of this paper is to propose an e-government portals' maturity model that is based on a best practice model for e-government portals. This maturity model can help agencies identify their maturity rank by measuring the presence of those best practices. At the same time, the maturity model can provide guidelines and recommendations for agencies to move to an upper stage of maturity.

Incremental Attribute Learning (IAL) is a feasible machine learning strategy for solving high-dimensional pattern classification problems. It gradually trains features one by one, which is quite different from those conventional machine learning approaches where features are trained in one batch. Preprocessing, such as feature selection, feature ordering and feature extraction, has been verified as useful steps for improving classification performance by previous IAL studies. However, in the previous research, these preprocessing approaches were individually employed and they have not been applied for training simultaneously. Therefore, it is still unknown whether the classification results can be further improved by these different preprocess approaches when they are used at the same time. This study integrates different feature preprocessing steps for IAL, where feature extraction, feature selection and feature ordering are simultaneously employed. Experimental results indicate that such an integrated preprocessing approach is applicable for pattern classification performance improvement. Moreover, statistical significance testing also verified that such an integrated preprocessing approach is more suitable for the datasets with high-dimensional inputs.

In a Delay Tolerant Network (DTN), nodes are intermittently connected. In order to deliver message from one node to another, message is copied and forwarded to another node when the connection between the nodes is established. The node that receives the message stores it and forwards the copy of it to another node it encounters. The process is repeated until the destination node is encountered or message life time expires. PRoPHET (Probabilistic Routing Protocol Using History of Encounters and Transitivity) is one of the major DTN routing protocols. However, PRoPHET does not consider energy consumption of nodes. Energy consumption of mobile wireless devices has been a major issue recently as the devices are ubiquitously used. In this paper, we propose an Enhanced PRoPHET routing protocol that considers energy of nodes. We extensively simulated our proposal and have shown that our proposed protocol performs better than the original PRoPHET routing protocol in terms of energy consumption, message delivery probability and overhead ratio.

Ubiquitous Internet environment and matured key technologies of sensing devices provide diversified applications of Internet of Thing (IoT). IoT in intelligent healthcare is one of the major topics for convincing powerful functions of IoT regarding the promotion of national health policies, strategies, and plans. However, according to statistics reports, annual global mortality for cardiovascular diseases remained as high as 29%, of which coronary artery disease (CAD) is accounted for 42%. Unfortunately, almost half of the patients not knowing they are at risk of cardiovascular diseases until serious symptoms occurred. Here, we proposed an early warning system by integrating IoT, big data, and cloud computing technologies which physically linked among personal communication devices of patient/doctor, cloud systems, and hospital medical information systems. The system collects personal heart rate and metabolic equivalent (MET) features from calibrated fitness devices wore by users, and corresponding fitted curves are dynamically calculated and compared to previously trained curve patterns from 213 patients with heart diseases and 124 healthy individuals. The prototype system was already successfully developed and validated by a couple of testing cases with excellent performance. To ensure the robustness of the proposed system, now we are evaluating system reliability and trying to collect more testing samples for further validating effectiveness of the proactive healthcare mechanism.

Data falsification attack is one of the main security issues in vehicular ad-hoc networks (VANETs) where vehicles rely on information received from other peers/vehicles. In this paper, we propose a method to detect data falsification attack using hash chains for enhancing the network performance by adapting contention window size to forward accurate information to the neighboring vehicles in a timely manner (to improve throughput while reducing end-to-end delay). Performance of the proposed approach is evaluated using numerical results obtained from simulations. We found that the proposed adaptive approach prevents VANET from data falsification attacks and provides higher throughput with lower delay.

Feature Extraction(FE) based on Principal Component Analysis(PCA) can effectively improve classification results by reducing the interference among features. However, such a good method has not been employed in previous studies of Incremental Attribute Learning(IAL), a novel machine learning strategy, where features are gradually trained one by one in order to remove interference among features and improve classification results. This study proposed a preprocessing for neural IAL algorithm based on feature extraction with PCA. Experimental results show that this approach is not only very efficient, but also applicable for pattern classification performance improvement.

Nowadays, replication technique is widely used in data center storage systems for large scale Cyber-physical Systems (CPS) to prevent data loss. However, side-effect of replication is mainly the overhead of extra network and I/O traffics, which inevitably downgrades the overall I/O performance of the cluster. To effectively balance the trade-off between I/O performance and fault tolerance, in this paper, we propose a complete solution called “AutoReplica” - a replica manager in distributed caching and data processing systems with SSD-HDD tier storages. In detail, AutoReplica utilizes the remote SSDs (connected by high speed fibers) to replicate local SSD caches to protect data. In order to conduct load balancing among nodes and reduce the network overhead, we propose three approaches (i.e., ring, network, and multiple-SLA network) to automatically setup the cross-node replica structure with the consideration of network traffic, I/O speed and SLAs. To improve the performance during migrations triggered by load balance and failure recovery, we propose the a migrate-on-write technique called “fusion cache” to seamlessly migrate and prefetch among local and remote replicas without pausing the subsystem. Moreover, AutoReplica can also recover from different failure scenarios, while limits the performance downgrading degree. Lastly, AutoReplica supports parallel prefetching from multiple nodes with a new dynamic optimizing streaming technique to improve I/O performance. We are currently in the process of implementing AutoReplica to be easily plugged into commonly used distributed caching systems, and solidifying our design and implementation details.

This paper introduces the concepts of functional size measurement (FSM) patterns. These FSM patterns apply to the COSMIC FSM method and may help in solving several issues, such as being able to do an early sizing for estimation, helping inexperienced measurers in learning how to apply the COSMIC method by establishing the relationship between the method rules and the measurement results, avoiding measurement errors, and reducing measurement effort. The approach used to define FSM patterns is Design science Research. This paper explores the motivation factors, defines the objectives of the solution, and describes the design and development of FSM patterns. FSM patterns can be defined for a portion of a functional process, a single functional process type, a set of functional process types having a main data group - or object of interest - as their common starting point, or a large set of functional processes handling multiple data groups. These types of FSM patterns have been defined as "micro FSM pattern", "basic FSM pattern", "composite FSM pattern", and "multi-composite FSM pattern" respectively. FSM patterns examples are given to demonstrate their applicability in information systems for all four FSM pattern types. Application of FSM pattern with embedded real-time systems is discussed, along with other potential usage benefits for the industry.

Effective decision-making to improve healthcare for people depends essentially upon availability of reliable health data. Several developing countries have maternal health indicators lagging behind as compared to international targets set by the UN as Millennium or Sustainable Development Goals. One of the major reasons is poor and non-standardized maternal health record keeping that affect data quality and undermines evidence-based decision making. The aim of this research is the design and development of HL7 FHIR compliant data access model for maintaining maternal health data as FHIR resources to enable effective exchange of health data. The proposed model is implemented as restful web services and data is stored in a NoSQL database for flexibility. To evaluate effectiveness, the system was reviewed by healthcare providers and expectant women. Their feedback highlights the usefulness of the proposed system as compared to traditional record keeping techniques. It is anticipated that the proposed system will lay the foundation of a comprehensive maternal healthcare information system. This shall enable trend analysis for policy-making to help accelerate the efforts for meeting global maternal health targets.

To build reliable avionic applications, we interconnect Integrated Modular Avionics (IMA) architectures with Time-Triggered Ethernet (TT-Ethernet). These systems have direct impacts on human lives where the failure is unacceptable. Therefore, verification is an important issue to ensure the safety and the performance of the system. The integration of IMA architectures is a very complex and challenging engineering task. To cope with complexity and to perform verification, a model-based approach, which endows engineering teams with a methodology and an adequate tooling is of a paramount importance. To design IMA architectures interconnected with TT-Ethernet, we have proposed an extension of the AADL language in previous works. In this paper, we present a simulation-based verification of our extension and show how it can be simulated using a discrete event simulation environment called DEVS Suite. The main advantage of this technique is to perform cycle-accurate simulation of the complex avionics systems, which cannot be undertaken by model checking techniques.
