As natural disasters become more frequent and severe, ensuring a resilient communications infrastructure is of paramount importance for effective disaster response and recovery. This disaster-resilient infrastructure should also respond to sustainability goals by providing an energy-efficient and economically feasible network that is accessible to everyone. To this end, this paper provides a comprehensive exploration of the technological solutions and strategies necessary to build and maintain resilient communications networks that can withstand and quickly recover from disaster scenarios. The paper starts with a survey of existing literature and related reviews to establish a solid foundation, followed by an overview of the global landscape of disaster communications and power supply management. We then introduce the key enablers of communications and energy resource technologies to support communications infrastructure, examining emerging trends that improve the resilience of these systems. Pre-disaster planning is emphasized as a critical phase where proactive communication and energy supply strategies can significantly mitigate the impact of disasters. We also explore the essential technologies for disaster response, focusing on real-time communications and energy solutions that support rapid deployment and coordination in times of crisis. The paper then presents post-disaster communication and energy management planning for effective rescue and evacuation operations. The main findings derived from the comprehensive survey are also summarized for each disaster phase. This is followed by an analysis of existing vendor products and services as well as standardization efforts and ongoing projects that contribute to the development of resilient infrastructures. A detailed case study of the Turkiye earthquakes is presented to illustrate the practical application of these technologies and strategies. Traditional load shedding schemes can be inadequate in grids with high renewable penetration, leading to unstable events and unnecessary grid islanding. Although for both manual and automatic operating modes load shedding areas have been predefined by grid operators, they have remained fixed, and may be sub-optimal due to dynamic operating conditions. In this work, a distributed tri-level linear programming model for automatic load shedding to avoid system islanding is presented. Preventing islanding is preferred because it reduces the need for additional load shedding besides the disconnection of transmission lines between islands. This is crucial as maintaining the local generation-demand balance is necessary to preserve frequency stability. Furthermore, uneven distribution of generation resources among islands can lead to increased load shedding, causing economic and reliability challenges. This issue is further compounded in modern power systems heavily dependent on non-dispatchable resources like wind and solar. The upper-level model uses complex power flow measurements to determine the system areas to shed load depending on actual operating conditions using a spectral clustering approach. The mid-level model estimates the area system state, while the lower-level model determines the locations and load values to be shed. The solution is practical and promising for real-world applications.

Efforts to utilize 100% renewable energy in community microgrids require new approaches to energy markets and transactions to efficiently address periods of scarce energy supply. In this paper we contribute to the promising approach of peer-to-peer (P2P) energy trading in two main ways: analysis of a centralized, welfare-maximizing economic dispatch that characterizes optimal price and allocations, and a novel P2P system for negotiating energy trades that yields physically feasible and at least weakly Pareto-optimal outcomes. Our main results are 1) that optimal pricing is insufficient to induce agents with batteries to take optimal actions, 2) a novel P2P algorithm to address this while keeping private information, 3) a formal proof that this algorithm converges to the centralized solution in the case of two agents negotiating for a single period, and 4) numerical simulations of the P2P algorithm performance with up to 10 agents and 24 periods that show it converges on average to total welfare within 0.1% of the social optimum in on the order of 10s to 100s of iterations, increasing with the number of agents, time periods, and total storage capacity.

Recently, virtual reality (VR) and 360° videos have been increasingly adopted in a wide range of applications. However, the huge sizes of 360° videos necessitate the use of powerful compression tools to allow for efficient storage and streaming of these videos. In this article, we compare the performance of four different video codecs, including AV1 and versatile video coding (VVC), when applied to a dataset of 360° videos. We conduct our evaluation according to peak signal-to-noise ratio (PSNR)-based 360° video quality assessment (VQA) metrics. As omnidirectional videos are usually streamed as independent tiles, we also investigate the tiling effect on VVC compression performance by comparing full-frame-based compression to tiled segment compression using grids of 8x8 and 16x16 tiles. © VDE VERLAG GMBH - Berlin - Offenbach.

Driver fatigue is a significant cause of road accidents. Effective real-time fatigue detection systems are necessary to improve road safety. Utilizing a lightweight and fast model and creating an effective fatigue judgment rule is important in detecting fatigue in real-time. In this research, we propose a fatigue detection model based on You Look Only Once version 8 (YOLOv8) model to detect driver's facial features and use percentage of eyelid closure over the pupil over time (PERCLOS) and Percentage of Open Mouth (POM) indicators to identify fatigue. This research is divided into two parts. The first part involves creating, labeling, and preprocessing the dataset. We use the YawDD dataset as the original dataset and manually label a new dataset using the Roboflow platform. We then preprocessed the new dataset to train the YOLOv8 model for face features detection. In the second part, we established a multi-indicator fatigue determination rule that uses PERCLOS and POM indicators and set a threshold to determine whether the driver is fatigue. By combining the YOLOv8 model with the fatigue determination rules based on PERCLOS and POM, we successfully built a model to identify a driver's fatigue. Finally, the fatigue detection model based on YOLOv8 achieves a high accuracy rate of 96.9% and a high speed of 11.4 ms/frame in face features detection, surpassing other traditional models and previous generations of YOLO models. This model can effectively detect fatigue in both driver-driving pictures and videos.

A Compensation Mechanism for EV Flexibility Services using Discrete Utility Functions

Compensation mechanisms are used to counterbalance the discomfort suffered by users due to quality service issues. Such mechanisms are currently used for different purposes in the electrical power and energy sector, e.g., power quality and reliability. This paper proposes a compensation mechanism using EV flexibility management of a set of charging sessions managed by a charging point operator (CPO). Users' preferences and bilateral agreements with the CPO are modelled via discrete utility functions for the energy not served. A mathematical proof of the proposed compensation mechanism is given and applied to a test scenario using historical data from an office building with a parking lot in the Netherlands. Synthetic data for 400 charging sessions was generated using multivariate elliptical copulas to capture the complex dependency structures in EV charging data. Numerical results validate the usefulness of the proposed compensation mechanism as an attractive measure both for the CPO and the users in case of energy not served. © 2022, CC BY.

This paper presents a robust secondary frequency control integrated with decoupled trigonometric saturated droop controller (DTSDC). The primary frequency controller may induce an error in frequency regulation, which affects the load sharing accuracy among microgrid distributed generators (DGs). Therefore, a centralized secondary controller is designed to converge the frequency to its nominal value for grid-forming inverters. Using an advanced communication channel, the proposed primary and secondary controller can primarily restore the frequency during disturbances, such as DG on/off switching and loading system variation. The practicality and performance of the proposed controller have been demonstrated with MATLAB simulation environment on a mesh microgrid system consisting of four parallel DGs-based inverters. Simulation results show the proposed controller’s robustness in the microgrid frequency stability. Hence, it achieves accurate active power sharing with a linear load. Moreover, the impact of resistive and inductive line impedance is discussed in this study. A comparison between the microgrid centralized controller (MGCC) and the decoupled trigonometric saturated droop controller (DTSDC) only is conducted to show the robustness of the presented controller performance.

Accurate traffic forecasting is vital to an intelligent transportation system. Although many deep learning models have achieved state-of-art performance for short-term traffic forecasting of up to 1 hour, long-term traffic forecasting that spans multiple hours remains a major challenge. To that end, we develop Graph Pyramid Autoformer (GPA), an attention-based spatial-temporal graph neural network that uses a novel pyramid autocorrelation attention mechanism. It enables learning from long temporal sequences on graphs and improves long-term traffic forecasting accuracy. We demonstrate the efficacy of the GPA using two benchmark traffic datasets: Los Angeles' METR-LA and the Bay Area's PEMS-BAY. Notably, our model has outperformed a range of existing state-of-the-art methods, delivering up to a 25 % improvement in the accuracy of long-term traffic forecasts. Simultaneously transmitting and reflecting reconfigurable intelligent surface (STAR-RIS) is a promising implementation of RIS-assisted systems that enables full-space coverage. However, STAR-RIS as well as conventional RIS suffer from the double-fading effect. Thus, in this paper, we propose the marriage of active RIS and STAR-RIS, denoted as ASTARS for massive multiple-input multiple-output (mMIMO) systems, and we focus on the energy splitting (ES) and mode switching (MS) protocols. Compared to prior literature, we consider the impact of correlated fading, and we rely our analysis on the two timescale protocol, being dependent on statistical channel state information (CSI). On this ground, we propose a channel estimation method for ASTARS with reduced overhead that accounts for its architecture. Next, we derive a closed-form expression for the achievable sum-rate for both types of users in the transmission and reflection regions in a unified approach with significant practical advantages such as reduced complexity and overhead, which result in a lower number of required iterations for convergence compared to an alternating optimization (AO) approach. Notably, we maximize simultaneously the amplitudes, the phase shifts, and the active amplifying coefficients of the ASTARS by applying the projected gradient ascent method (PGAM). Remarkably, the proposed optimization can be executed at every several coherence intervals that reduces the processing burden considerably. Simulations corroborate the analytical results, provide insight into the effects of fundamental variables on the sum achievable SE, and present the superiority of ASTARS compared to passive STAR-RIS for a practical number of surface elements. © 2024, CC BY.
