The amplitude of switching overvoltages is a key factor for designing the insulation of UHV equipment. The effect of different arresters needs to be studied, since installing arresters is an important way to suppress switching overvoltages in UHV transmission lines. Switching overvoltages on the 1000 kV Huainan-Huxi double-circuit transmission line were simulated for different operating modes and different arrester designs using the electromagnetic transient program PSCAD/EMTDC. With parallel resistors, the switching overvoltages are less than 1.70 p.u. (1.0 p.u.=1100×√ 2 /√3 kV). If the arrestors are better, the switching overvoltages can be reduced even lower to 1.55 p.u. Without parallel resistors, the arresters can reduce three-phase energizing overvoltages to 1.70 p.u, while the single-phase reclosing overvoltages still exceed the limit. The results show that the parallel resistors cannot be eliminated if the arresters are only installed at each end of the transmission line. Also, better quality arresters significantly lower the switching overvoltages.

In China, coal is a dominant component of energy mix, and it is expected to remain as such over the next 30 to 40 years. Coal is expected to be used even more in powergeneration. The direct combustion of coal already has been causing severe pollution and ecological degradation, and it is quite difficult to address the need to reduce greenhouse gas (GHG) given the direct combustion of coal. Therefore, the polygenerationsystem based on coal gasification, which is one of the major examples of synergistic utilization of coal, is proposed. It is a comprehensive solution to meet the energy challenges China is facing. Furthermore, the synergy of fossil fuels (especially coal) with renewable energy, the synergy of different kinds of energy for energy storage, the synergy of centralized and distributed supply of different kinds of energy, and the synergy of different kinds of energy in smart energy grid (power, gas, heat, and water) are the keys to making China a low-carbon economy. Carbon dioxide (CO2) mitigation in China should begin from the coalchemical industry given their accumulated relevant experiences. The mitigation process should gradually be transformed into the 'IGCC + polygeneration + CCUS'.The objectives of this paper are to describe the synergistic utilization of coal, and to analyze the synergy of coal with other energy resources, and to propose the scientific and technological problems to achieve these synergies.

In this paper, the impact of stochastic time delay on wide-area damping networked controlsystems is analyzed. A disintegrate method of time-delay upon sampling period is approved. Furthermore, the expectative model of networked controlsystems with long and stochastic time delay, whose variance extent is larger than one sampling period, is theoretically proved and calculated. Finally, the effectiveness of this expectative model is confirmed on the simulation of a powersystem with 8 generators and 36 nodes.
