Mr. Zacks is the assistant project manager for the Coastal Living Marine Resource Vessels in the National Oceanic Atmospheric Administration's (NOAA) Fleet Modernization and Replacement Program Office. His current responsibilities encompass providing technical and management support for the procurement construction testing and delivery of these ships. His previous jobs included working for the Naval Sea Systems Command's (NavSea) Combat Support Ocean Research and Surveillance Program Office (PMS 383) Ship Design and Engineering Directorate's Surface Launched Weapons Branch (56W3) and Research Analysis and Management (RAM) Corporation. Thomas A. Demas:received a bachelor of science degree in civil engineering from Old Dominion University and a master's degree in business administration from Averett College. He is a recent graduate from the NavSea Commander's Development Program (CDP). Mr. Demas is the assistant project manager for the AGOR-23 24 25 and National Oceanic and Atmospheric Administration's oceanographic research ships in NavSea's Combat Support Ocean Research and Surveillance Program Office. While participating in the CDP Mr. Demas worked in the following offices: OpNav OP321 as a FMP action officer CincPacFlt N43 as a maintenance officer ASN(RD&A) as director of maintenance and modernization and NavSea 56W14 as a branch head of closures and outfitting branch. Ostendorf is an associate professor in the Environmental Engineering Program of the Civil Engineering Department at the University of Massachusetts (Civil Engineering Department University of Massachusetts Amherst MA 01003). His research interests include unconfined aquifer contamination hazardous waste site remediation and analytical modeling of problems in environmental fluid mechanics. Dr. Ostendorf is a registered professional engineer in Massachusetts and a member of the American Geophysical Union American Society of Civil Engineers Soil Science Society of America Water Pollution Control Federation and Association of Environmental Engineering Professors as well as the National Water Well Association.2 Lowell E. Leach is an environmental engineer with the Robert S. Kerr Environmental Research Laboratory of the U.S. Environmental Protection Agency (RS Kerr Environmental Research Laboratory U.S. EPA P.O. Box 1198 Ada OK74820). Leach received his B.S. ingeological engineering at the University of Oklahoma in 1959 and has been a registered professional engineer in Oklahoma since 1966. With 29 years of experience in field applications of geological engineering he is responsible for developing methodology for sampling ground water and subsurface materials for the Robert S. Kerr Environmental Research Laboratory.3 Erich S. Hinlein is a research assistant in the Environmental Engineering Program of the Civil Engineering Department at the University of Massachusetts (Civil Engineering Department University of Massachusetts Amherst MA 01003). His research interests include ground water pollution hazardous waste site investigation and transport processes in unconfined aquifers. He holds a doctorate in civil and environmental engineering from Utah State University is a registered professional engineer and is a master's level certified hazardous materials manager. He is involved in subsurface hydrocarbon behavior research and practical assessment and remediation of contaminated sites. His experience includes investigation and design of remediation at more than 50 subsurface petroleum spill sites. H. James Reisinger II CHMM is a vice president of EA Engineering Science and Technology Inc. (Hunt Valley/Loveton Center 15 Loveton Circle Sparks MD 21152) and is responsible for all analytical services. He holds a master's degree from Millersville State University and is a master's level certified hazardous materials manager. He has developed sampling and analytical programs and provided analysis of the resulting data for more than 100 contaminated sites. He is currently responsible for a major laboratory that is in the EPA CLP program and certified in eight states.

Compton is a Webb graduate who since 1966 has been a part of the naval architecture faculty at the U.S. Naval Academy. Since accepting the appointment to the Academy he has been instrumental in establishing the ABET accredited major program in naval architecture in the conceptual design and operation of the Naval Academy Hydromechanics Laboratory and in the conceptual design of the 108-ft yard patrol craft. Besides his Naval Academy involvement he serves as an adjunct professor with Virginia Polytechnic Institute in its NAVSEA Institute graduate program at Crystal City. He is an active member of both ASNE and SNAME and has published technical papers with both societies. Howard A. Chatterton:began his career as a Navy coop student at the Boston Naval Shipyard in 1960. He received his bachelor's degree in naval architecture and marine engineering from Massachusetts Institute of Technology in 1966 and his master's degree in 1968. He was employed by the Preliminary Design Division of BuShips in the submarine design and hydrofoil design groups until 1972 when he joined the Coast Guard's Naval Engineering Division. He remained with the Design Branch until 1981 when he accepted a faculty position at the U.S. Naval Academy as the research director for the Academy's hydromechanics laboratory. He has recently returned to Coast Guard Headquarters as the assistant chief Naval Architecture Branch Office of Merchant Marine Safety. Gordon Hatchell:is a naval architect at the Naval Sea Combat Systems Engineering Station Norfolk Virginia in the Combatant Craft Engineering Department. He served as lead-ship YP project engineer from its inception to delivery and continues to serve as project coordinator on follow-up ship procurements. He has worked on other boat procurements as well as serving as weight and stability coordinator.
