There have been many studies conducted related to Smart City, IT Governance and Big Data. In this study aims to find out how the relationship between the three and how to form a framework to explain it. The methodology used is qualitative by looking for some literature on smart city framework, IT Governance framework, and a Big Data framework. From these results, an overall picture of the relationship between the three is concluded, where Big Data has a role in IT Governance. and also the relationship of IT Governance to the realization of Smart City. And the final results of this study produce a framework to explain the relationship between Smart City, IT Governance and Big Data. © 2019 IEEE.

Special need is a person who need assistance for their disabilities which include medical, physical, mental or psychological such as person with autism, down syndrome, dyslexia, Attention Deficit Hyperactivity Disorder (ADHD), multiple sclerosis, schizophrenia, cystic fibrosis, cerebral palsy, muscular dystrophy, blindness, deafness, epilepsy, chronic asthma and so on. In this proposed research idea about intelligent E-commerce for special needs, we limited to four types of difficulties such as hearing difficulty, vision difficulty, language difficulty, and learning difficulty. In this paper, we interest in those special needs persons who can use e-commerce and how to model a system that can help them to joy and easy to join with e-commerce. For some, this intelligent e-commerce is not only for shopping only but will become part of their healing for special needs in order to engage with daily human activities and increase their daily confidence in life. This paper also a preliminary investigation that can be used for Ph.D. or Doctoral research degree who is interested in building e-commerce framework for people with a special need or disability. © 2019 IEEE.

This paper presents the sports apps based on a mobile application that has a function to help the provider or the owner of the sports field and sports vendor to promote their business in the apps. Due to the popularity and convenience that mobile applications had and high interest from many people in having a healthy life, it is a great opportunity to combine both of them. Therefore, this study focusses to build mobile sports application using object-oriented analysis and design method, that could meet the demand of lots of peoples that wants to do a sport especially a ball sport. Otherwise, the application can help and support the community and public, especially for ball sports fans, to make reservations for the sports field easier without having to come to the location and also meet their sporting needs.

This works presents an innovative application of Markov Decision Process (MDP) to a medium-term mining logistics planning problem considering the mine-to-client supply chain. We implemented three distinct algorithms based on state-of-the-art approaches to solve large-scale problems, and compared their results. Furthermore, we combined all three variants in a single novel algorithm that attained fast convergence and may be an alternative to circumvent the curse of dimensionality underlying large scale problems.

Airport runway designs must consider wind climatology to reduce the potential for crosswind and tailwind events that can cause accidents and aircraft delays. The large potential of crosswind and tailwind on a runway at the airport is very detrimental to aircraft passengers and airlines. Therefore, it is necessary to know the potential of crosswind and tailwind on the runway of Soekarno Hatta Airport and find the right parameters for the approximate direction and speed of the wind on the airport runway. Analysis was carried out using the direction and wind speed data from the Soekarno Hatta meteorological station in 2007-2017 to determine the potential for crosswind and tailwind on the runway of Soekarno Hatta airport and run a Weather Research and Forecasting (WRF) weather model to determine the parameterization of the right weather model for wind forecast at Soekarno Hatta airport. The highest maximum crosswind component in the 2007-2017 period occurred in August 30.53 knots, while the highest maximum tailwind of 25 knots occurred in January for a 250-degree runway and 24 knots occurred in August for a 070-degree runway. The potential for crosswind and tailwind is different every month. The scheme produces forecasts of wind direction and speed with a strong level of correlation with observations of wind direction and speed from the Soekarno Hatta meteorological station, the correlation value is 0.61. The most significant social impact of plane delays is time loss for passengers. While the economic impact on one of the crosswind events at Soekarno Hatta airport was an economic loss for one airline of US $ 43,392.

Religion is a part of a fundamental human right to serve and worship their God according to their religion and belief. Mobile game application along with the development of mobile phone technology such as a smartphone, tablet, and laptop, can be used to increase the player or user interest to engage with religion thing. Using the mobile game application in mobile gadgets will expand quickly to install and use for religion engagement. The player can learn religion things with fun and entertain ways, where the player does not realize that they do something serious in an unserious way. This paper will explain the model system design for mobile game application for learning Catholicism in fun and entertaining way and for the first development was limited to only three Catholic catechisms such as bible learning, church lesson, and liturgy celebration. For the early development, three types of games were developed such as True or False game, Scramble words game, and multiple-choice game. The mobile game model was designed with a use case diagram, storyboard, and class diagram, where for the current implementation the mobile game application was implemented using a ten tables database. © 2019 IEEE.

A poor data management has led zero stunting strategy in Indonesia moved nowhere. Some justifications on the demography and numbers of affected children remain a matter of plain assumptions without a clear supporting data. We hence develop a database system which enables time series monitoring on the expected increment of children's physical growth. At this initial step, our database system will be implemented at Public Health Office (Dinas Kesehatan) of Serdang Bedagai, South Celebes. This is a modification from Connoly and Begg's principles. Our database was built through 3-steps design started with conceptual followed by logical and at final step was normalizations-enriched physical design. By implementing this proposed system, the assigned healthcare workers will be able record every bit of superficial growth increase. Information obtained in the study is of essence for the efficient and effective intervention formula to achieve national zero stunting goal.

Context: Contemporary software development is typically conducted in dynamic, resource-scarce environments that are prone to the accumulation of technical debt. While this general phenomenon is acknowledged, what remains unknown is how technical debt specifically manifests in and affects software processes, and how the software development techniques employed accommodate or mitigate the presence of this debt. Objectives: We sought to draw on practitioner insights and experiences in order to classify the effects of agile method use on technical debt management, given the popularity and perceived success of agile methods. We explore the breadth of practitioners' knowledge about technical debt;how technical debt is manifested across the software process;and the perceived effects of common agile software development practices and processes on technical debt. In doing so, we address a research gap in technical debt knowledge and provide novel and actionable managerial recommendations. Method: We designed, tested and executed a multi-national survey questionnaire to address our objectives, receiving 184 responses from practitioners in Brazil, Finland, and New Zealand. Results: Our findings indicate that: 1) Practitioners are aware of technical debt, although, there was under utilization of the concept, 2) Technical debt commonly resides in legacy systems, however, concrete instances of technical debt are hard to conceptualize which makes it problematic to manage, 3) Queried agile practices and processes help to reduce technical debt;in particular, techniques that verify and maintain the structure and clarity of implemented artifacts (e.g., Coding standards and Refactoring) positively affect technical debt management. Conclusions: The fact that technical debt instances tend to have characteristics in common means that a systematic approach to its management is feasible. Over 150 000 Americans are diagnosed with colorectal cancer (CRC) every year, and annually over 50 000 individuals will die from CRC, necessitating improvements in screening, prognostication, disease management, and therapeutic options. Tumor metastasis is the primary factor related to the risk of recurrence and mortality. Yet, screening for nodal and distant metastasis is costly, and invasive and incomplete resection may hamper adequate assessment. Signatures of the tumor-immune microenvironment (TIME) at the primary site can provide valuable insights into the aggressiveness of the tumor and the effectiveness of various treatment options. Spatially resolved transcriptomics technologies offer an unprecedented characterization of TIME through high multiplexing, yet their scope is constrained by cost. Meanwhile, it has long been suspected that histological, cytological, and macroarchitectural tissue characteristics correlate well with molecular information (e.g., gene expression). Thus, a method for predicting transcriptomics data through inference of RNA patterns from whole slide images (WSI) is a key step in studying metastasis at scale. In this work, we collected tissue from 4 stage-III (pT3) matched colorectal cancer patients for spatial transcriptomics profiling. The Visium spatial transcriptomics (ST) assay was used to measure transcript abundance for 17 943 genes at up to 5000 55-micron (i.e., 1–10 cells) spots per patient sampled in a honeycomb pattern, co-registered with hematoxylin and eosin (H&E) stained WSI. The Visium ST assay can measure expression at these spots through tissue permeabilization of mRNAs, which are captured through spatially (i.e., x–y positional coordinates) barcoded, gene specific oligo probes. WSI subimages were extracted around each co-registered Visium spot and were used to predict the expression at these spots using machine learning models.
