We propose a new cache coherency scheme named HCCS(hybrid cache coherency scheme) to facilitate ubiquitous data access of mobile clients. To cope with the limitations of ubiquitous computing environments, it integrates the cache invalidation scheme using broadcast channel into the publish/subscribe-based data synchronization scheme using two-way communication channel. We present novel algorithms and system architecture for the HCCS. By integrating two schemes, the HCCS provides substantial benefits: allows updates on the mobile client which are restricted in the cache invalidation scheme using broadcast channel and disconnected operations, improves the scalability. The HCCS scheme also gives proper support to the short disconnection of mobile clients, dynamically adapts to changes of disconnection period of the mobile clients.

After decades of neglect, a growing number of scholars have turned their attention to issues of crime and criminal justice in the rural context. Despite this improvement, rural crime research is underdeveloped theoretically, and is little informed by critical criminological perspectives. In this article, we introduce the broad tenets of a multi-level theory that links social and economic change to the reinforcement of rural patriarchy and male peer support, and in turn, how they are linked to separation/divorce sexual assault. We begin by addressing a series of misconceptions about what is rural, rural homogeneity and commonly held presumptions about the relationship of rurality, collective efficacy (and related concepts) and crime. We conclude by recommending more focused research, both qualitative and quantitative, to uncover specific link between the rural transformation and violence against women. © 2007 Springer Science + Business Media B.V.

The motivation of nurses to participate in continuing professional education in Ireland

Purpose - The purpose of this article is to review the extant literature on CPE amongst nurses and concentrate on discovering the factors that motivate and inhibit participation in CPE for nurses in Ireland. Design/methodology/approach - A review of the literature was carried out on continuing professional development amongst nurses in Ireland, the UK, the USA and Australia. From this, research hypotheses were developed. The primary research concentrated on a cohort of practicing registered nurses participating in a CPE course at a third-level institution in Ireland. A questionnaire was used that contained both open and closed-ended questions. Findings - The main barriers to participation in CPE were lack of employer support and the difficulty of balancing home-life, work and study. The main motivators for participation in CPE were improving self-esteem and confidence and the expectation of increased opportunities for promotion for those with higher educational qualifications. Research limitations/implications - A relatively small non-random sample was used. Therefore, the results may be generalized only with caution. Practical implications - A number of implications for HRD practitioner emerged. These included overt recognition of prior ward-based learning, increased financial support, increased study leave and the need for the HRD practitioner to champion the cause of CPE. Originality/value - In order to ensure a highly efficient workforce, providing the highest possible standards of care to patients, the health sector needs its workforce to constantly update their knowledge and skills. Therefore it is an important time to consider the factors that aid and inhibit participation in CPE, a common method utilized to achieve this aim. © Emerald Group Publishing Limited.

Examining the relationship between learning organization characteristics and change adaptation, innovation, and organizational performance

The main purpose of this exploratory study was to examine the relationship between certain learning organization characteristics and change adaptation, innovation, and bottom-line organizational performance. The following learning organization characteristics were found to be the strongest predictors of rapid change adaptation, quick product or service introduction, and bottom-line organizational performance: open communications and information sharing;risk taking and new idea promotion;and information, facts, time, and resource availability to perform one's job in a professional manner.

This case study of an online graduate course determines the message characteristics of the instructor, volunteer teaching assistants, and students in online discussions, and proposes a mentoring, coaching, and facilitating model for online discussions. The researchers developed a coding system based on the literature of mentoring, coaching, and facilitating to identify the characteristics of conference discussion messages. The instructor fostered the development of volunteer teaching assistants into coaches and of student discussion facilitators into facilitators of learning. The proposed constructivist model fosters active learning, provides scaffolding for students to become facilitators of learning, and suggests creative ways for online instructors to manage different types of teaching responsibilities. Recommendations for further research are included. © 2005 Open and Distance Learning Association of Australia, Inc.

Modeling turnover intentions and their antecedents using the locus of control as a moderator: A case of customer service employees

The psychological model of organizational commitment (OC) has been extensively investigated in U.S. workers (Near, 1989), but less frequently applied in cross-personality studies. The investigation proposes a model of turnover intentions (TI) that uses locus of control (LOC) as a moderator. A causal model and a firm-specific sample were used to compare the different personality traits of LOC. Considered as a case study, this research surveyed a sample of professional and managerial personnel in a service-based commercial bank in Taiwan. The antecedent examined was perceived organizational support (POS);job satisfaction and OC were mediating constructs. Test results indicated a stronger influence of job satisfaction on TI and OC among those with an internal lOC than those with an external LOC. However, the influence of POS on job satisfaction and OC was stronger among externals than internals. Finally, the Influence of OC on TI was similar in both internals and externals. The implications of these findings are discussed. Copyright © 2005 Wiley Periodicals, Inc.

Survey of reduced workload and crewing strategies for ocean patrol vessels

He has applied most of his 24 years of experience in the application of human engineering technology to maritime systems. Mr. Baker has directed much of Carlow's efforts to reduce ship workload and to improve human performance and maritime safety through application of human factors methods and data. He is a Certified Industrial Ergonomist (CIE) as well as a Certified Human Factors Engineering Professional (CHFEP). Both certifications were granted by Oxford Research where Mr. Baker also serves as an Advisory Board member. Russell D. Krull P.E. is a senior engineer with A&T/Proteus Engineering with more than 18 years of experi-ence in marine engineering naval architecture and program management including 16 years of active duty in the U.S. Coast Guard. Recent experience includes advanced ship design studies engineering software development technical support for the USMC Advanced Amphibious Assault Vehicle propulsion systems analyses ship structural engineering and cargo handling systems engineering. Mr. Krull has an M.S.E. in naval architecture and marine engineering and an M.S.E. in industrial and operations engineering from University of Michigan and a B.S. in ocean engineering from the U.S. Coast Guard Academy. Capt. Glenn L. Snyder USCG. Regrettably since this paper was originally written Capt. Snyder has passed away. At the time of his death he was an operations specialist assigned to the Coast Guard's Deepwater Capabilities Replacement Project as Chief of Human Systems Integration. He served as commanding officer of the patrol boat Cape George (WPB-95306) the icebreaking tug Biscayne Bay (WTGB-104) and the cutter Legare (WMEC-911). A 1975 graduate of the U.S. Coast Guard Academy Capt. Snyder held an M.A. in national security and strategic studies from the U.S. Naval War College and an M.A. in international relations from Salve Regina College. In addition he was a 1998 fellow of the Foreign Service

The U.S. Coast Guard is in the concept exploration phase of its Integrated Deepwater System (IDS) acquisition project. This project will define the next generation of surface, air and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) assets used to perform the Coast Guard's missions in the IDS environment (>50 NM off the U. S. coastline). As part of early technology investigations, the needs exist to: (1) analyze the workload requirements of the IDS, (2) identify alternative means to perform ship's work, and (3) optimize ship manning consistent with ship workload, performance criteria, and the available tools and equipment aboard. To reduce shipboard work requires an understanding of the mission and support requirements placed on the vessel and crew, how these requirements are currently met, and how requirements might otherwise be met to reduce workload and crew size. This study examined currently implemented workload and manpower reducing approaches of commercial maritime fleets, U.S. and foreign navies, and foreign coastguards. These approaches were analyzed according to evaluation criteria approved by the IDS acquisition project team. From this, strategies for shipboard work reduction that may be considered for adoption by the IDS were identified and analyzed according to performance and costs factors. Ten workload-reducing strategies were identified: damage control, bridge, multiple crewing, engineering, risk acceptance, modularity, deck, enabling technologies, ship/personnel readiness, and operability and maintainability.

Influence of human engineering on manning levels and human performance on ships

Mr. Anderson was instrumental in introducing the collective protection system (CPS) in the U.S. Navy developing the initial forward-fit package for the USS Gunston Hall and the engineering change proposal (ECP) for the USS Wasp. In 1990 he joined the Human Systems Integration (HSI) Division (SEA 55W5) where he was task leader for auxiliary ships. He is currently the HSI manager for the future technology variant of the SeaLift ship and the future carrier. Association of Scientists and Engineers 33rdAnnual Technical Symposium 26 April 1996. Fred R. Oberman:has B.A. and M.A. degrees from the University of Chicago and Loyola University (experimental psychology) and an M.S. degree in industrial engineering and operations research from Virginia Polytechnic Institute (VPI). The objectives of human Engineering (HE) are generally viewed as increasing human performance, reducing human error, enhancing personnel and equipment safety, and reducing training and related personnel costs. There are other benefits that are thoroughly consistent with the direction of the Navy of the future, chief among these is reduction of required numbers of personnel to operate and maintain Navy ships. The Naval Research Advisory Committee (NRAC) report on Man-Machine technology in the Navy estimated that one of the benefits from increased application of man-machine technology to Navy ship design is personnel reduction as well as improving system availability, effectiveness, and safety The objective of this paper is to discuss aspects of the human engineering design of ships and systems that affect manning requirements, and impact human-performance and safety The paper will also discuss how the application of human engineering leads to improved performance, and crew safety, and reduced workload, all of which influence manning levels. Finally, the paper presents a discussion of tools and case studies of good human engineering design practices which reduce manning.

He is co-chairman of the shipbuilding piping component subcommittee ASTM F25.13 and is also chairing three other task groups under ASTM F25. Lloyd Nilsen P.E.:is the piping components branch head for NavSea. His career with NavSea includes 33 years of ship design construction and repair experience. He has held various positions in the power piping design division human factors manning and controls integration branch and submarine machinery systems branch. He has a BS degree in marine engineering from N.Y. State Maritime. Mr. Nilsen is also a member of the NavSea Association of Scientists and Engineers and a registered licensed professional engineer in Virginia and Washington D.C. Karan Gupta P.E.:is a senior engineer with the Westinghouse Electric Corporation Machinery Technology Division Pittsburgh Pa. Prior to joining Westinghouse he was employed by Elliott Company Jeannette Pa. for 12 years as a metallurgical engineer. He has more than 25 years experience in metallurgical engineering including material selection and brazing and welding of piping pressure vessels and turbines. Loss of life and property losses totaling tens of billions of dollars have piping engineers scrambling to specify ''fire-safe'' components in fire-prone locations: on board ships, and in power plants, refineries, and other perilous applications. Fire-safe valves, the first line of defense in containing a fire, were introduced some 25 years ago, with fire-safe actuators following soon afterwards. Little attention has been given, however, to designing and selecting the other piping components such as flanges, gaskets, bolting, and fittings to ensure their integrity in a fire. Just like in an electric circuit where, if a single component in series fails, the flow of electricity stops;likewise, the failure of a single piping component could result in a fire of catastrophic proportions. This paper discusses the availability of critical fire-safe components for Navy shipboard piping systems and provides some simple solutions which, if implemented, could prevent such a disaster. Discussion is provided on how a fire starts and how it reaches catastrophic proportions, the definitions of survivability and fire-safe components, materials of construction, component design, fire-safe valves and actuators, gaskets, pipe flanges, flange bolting, pipe fittings and unions, brazing and welding, insulation, composite piping materials, and other related subjects. Details are also provided on 78 fires that have occurred on Navy surface ships in the last ten years and their causes.
